VAN DER VAART Secretary MICHAEL SCOTT Director State of North Carolina | Environmental Quality | Waste Management 1646 Mail Service Center | 217 West Jones Street | Raleigh, NC 27699-1646 919 707 8200 T December 19, 2016 Mr. Robby Stone, P.E., Assistant Director City of High Point Department of Public Works 211 South Hamilton Street High Point, North Carolina 27260 Subject: Construction Quality Assurance Report (CQA Report) for Area 1 Partial Closure at Kersey Valley MSW Landfill, City of High Point, North Carolina, Permit No. 4104-MSWLF-1991, Document ID No. (Doc ID) 27161 Dear Mr. Stone: The Division of Waste Management (DWM), Solid Waste Section (SWS) has completed the review of the above-referenced CQA Report dated December 2016, which was prepared on your behalf by Smith+ Gardner, 14 N. Boylan Ave., Raleigh, North Carolina. This closure letter acknowledges that the referenced facility has closed portions of City of High Point MSW Landfill project consisting of the western portion (approximately 23.8 acres) of Area 1 landfill unit. The total Area1 unit is approximately 39.1 acres. Upon receiving final closure certification for the remaining operational areas of the Landfill Units, the Solid Waste Section will issue a final closure letter to the facility. INTERIM POST-CLOSURE MAINTENANCE CONDITIONS: The required post-closure maintenance for this facility shall consist of whatever measures, procedures, and activities required to maintain this facility in compliance with those closure conditions specified within this letter. More specific closure conditions, in addition to Section .1627, for this facility include: (1) Closure, in accordance with the "Operational Requirements for Landfills" Section .1626, unless otherwise specified in the permit for this facility is as follows: (a) The final cover for this facility, shall be maintained; (b) Permanent erosion control measures, shall be maintained; (c) Drainage control measures shall be implemented, as part of site maintenance, necessary to prevent the impoundment of surface water over disposal areas at the facility; (d) Temporary seeding, covered with straw & tacking or similar material if necessary, to prevent erosion in the event of site maintenance involving earth moving/filling activities; (e) Vegetation consisting of native grasses or combination of grasses to promote a year round vegetative cover shall be maintained; (f) Ground water separation of four (4) feet shall be maintained and/or devices utilized to maintain ground water at four (4) feet, as outlined in the original permit application, shall remain; (g) Leachate control, containment on-site. (h) Ground water monitoring wells shall be sampled according to permit conditions. (i) Closure and Post-Closure Requirements for MSWLF Facilities must meet the conditions of Rule .1627 and Financial Assurance Rule .1628.
