I hope you have a Merry Christmas holiday. Below are the comments on the CQA report for Dare County
CDLF – Phase V, please respond them accordingly:

1. (Appendix A Compaction Test Report)
a. The Moisture Density Relationship (Proctor Curve) for proctor No. 1 is not available. The Max. dry
density of 116.4 pcf is used as reference for calculating compaction effort in the Compaction Test
Reports dated 07/13/2016 & 7/26/2016.
b. The dry density result for the Test Number 2 in Compaction Test Report dated 7/21/2016 is likely
incorrect. Please re-examine the data.

2. (Appendix B Record Drawing Sheet 1 of 1) According to Section 5.4.1A of the approved CQA Plan
(DIN 24526), three topographic surveys shall be conducted. Please provide the spreadsheet to show the
survey results according to the CQA plan.

3. Please appended approve documents (DIN 25737) of the revision of the internal friction angle of earthen
material for construction of the landfill base pad to the CQA Report. A section in the CQA Report is
also required the deviation to the originally approved CQA plan [Section 6 of the CQA Plan (DIN
24526)].

document tracking system with a DIN 27182. The Solid Waste Section will review the document

FINALLY getting the Dare County C&D Landfill Phase V Expansion CQA report to you. Not much to it – geotech data,
compaction results, and record drawings.
