The 1st semi-annual2014monitoringeventwasperformedonApril17,2014.Groundwater sampleswerecollectedfromseven(7)monitoringwells;inaddition,asamplewascollected fromone(1)watersupplywelllocation.AllsampleswereanalyzedforNorthCarolina AppendixIparameters.ThefollowingparametersweredetectedaboveNorthCarolina groundwaterstandards: Parameter MonitoringWell Barium MW-7 Benzene MW-1,MW-6CR, MW-7C Cobalt MW-3,MW-6CR, MW-7,MW-7C 1,4-Dichlorobenzene MW-1,MW-6CR Statisticalanalysisofanalyticalresultsindicatesthatalloftheabovegroundwaterstandards exceedancesofmetalsarebelowbackgroundstatisticallimits.Theexceedancesofgroundwater standardsforvolatileorganiccompoundsaresimilartothoseofpreviousmonitoringevents. However,theseconstituentshavenotbeendetectedinthenearbyresidentialwatersupplysource (seebelow). One(1)residentialwatersupplywell,designatedasHaire,wassampled.NoAppendixI parametersweredetectedintheHairewellwiththeexceptionofcopperandzinc.However, concentrationsofcopperandzincwerewellbelowNorthCarolinagroundwaterstandardsinthe sample. 1st Semi-Annual2014Groundwater MonitoringReport _____________________________________________________________________________________________ REIConsultants,Inc.P.O.Box286,Beaver,WV25813800-999-0105 www.reiclabs.com 2 Staticgroundwaterelevationsweremeasuredineachmonitoringwellpriortosampling.These measurementswereconvertedtogroundwaterelevations,whichwereusedtodevelop generalizedpotentiometriccontoursforboththeshallowandbedrockaquifersinthevicinityof theOldFranklinLandfill.Groundwaterintheuppermostaquiferappearstobeflowingtothe westandnorthwestinthevicinityofthewastearea. Theaverage shallowgroundwaterflowrate inthelandfillvicinityhasbeenestimatedat170feet/year.Groundwaterofthebedrockaquifer generallyflowsfromeasttowest. 1st Semi-Annual2014Groundwater MonitoringReport _____________________________________________________________________________________________ REIConsultants,Inc.P.O.Box286,Beaver,WV25813800-999-0105 www.reiclabs.com 3 2.0 INTRODUCTION REIConsultants,Inc.(REIC)haspreparedthe 1st Semi-AnnualWaterQualityMonitoring Reportfor2014fortheOldFranklinLandfill,PermitNo.57-01,aclosedmunicipalsolidwaste disposalfacilitylocatedapproximatelytwomilesnortheastofthetownofFranklininMacon County,NorthCarolina.Thefacilityconsistsofaclosedandcappedwastearea,nolonger active,thatoccupiesapproximately14acresofnearly30acresofproperty.LakeEmory(the Little TennesseeRiver)is situatedtothewestandnorthwestofthe site. ThegroundwatermonitoringwellnetworkattheOldFranklinLandfillconsistsofwellsMW-1, MW-2,MW-3,MW-4,MW-5,MW-6,MW-6A,MW-6CR,MW-7,MW-7A,MW-7C,MW-8, MW-9,andMW-10(seeFigures1and2forlocations).WellMW-6CRwasinstalledpriorto the 2nd semi-annual2008eventinordertoreplacewellMW-6C,whichwasdiscoveredtobe obstructedatdepthduringthe 2nd semi-annual2007event.WellMW-6Cwasproperly abandonedandpluggedinApril2008. MonitoringwellsMW-2andMW-8arelocatedessentiallyhydraulicallysidegradientofthe wastearea,andthereforearedesignatedasthebackgroundwellsforthefacility.Monitoring wellsMW-1,MW-3,MW-4,MW-5,MW-6,MW-6A,MW-6CR,MW-7,MW-7A,MW-7C, MW-9,andMW-10aremonitoredascompliancewells.WellsMW-1,MW-3,MW-6,MW- 6CR,MW-7,MW-7C,andMW-10aresampledsemi-annually;wellsMW-2,MW-4,MW-5, MW-6A,MW-7A, MW-8,andMW-9are sampledbiennially.Allwellsamplesareanalyzedfor NorthCarolinaAppendixIparameters. Inadditiontotheabovemonitoringwells,asampleiscollectedfromone(1)residentialwater supplywelllocationadjacenttothelandfillproperty,designatedasHaire. Sampleswerecollectedfromthesevensemi-annualwelllocationsandthedrinkingwatersupply well. 3.0 HYDROLOGICEVALUATION Staticwaterlevelsweremeasuredfromthetopofcasing(TOC)priortopurginginallwells duringthesamplingevent.Thesewaterlevelmeasurements,inconjunctionwithsurveyedTOC elevationdata,wereusedtocalculatestaticgroundwaterelevationsineachwell.Groundwater elevationdatafromthe 1st semi-annual2014monitoringeventwascontouredtorepresentthe potentiometricsurfaceofboththeshallowandbedrockaquifersinthevicinityofthelandfill. Elevationdataand,inthecaseoftheshallowaquifer,theinfluenceoftopographicalfeatures, wereutilizedtoestimatecontours.Copiesoftheresultingpotentiometricmapsareincludedin thisreport(SeeFigures1andFigure2). WellsMW-1,MW-2,MW-3,MW-5,MW-6,MW-6A,MW-7,MW-7A,andMW-8atthe facilityarescreenedinthesoil/saprolitelayeroverlyingtheresidentbedrock.WellsMW-4, MW-6CR, MW-7C,MW-9,and MW-10arecompletedinbedrock. Generally,groundwateroftheshallowaquiferflowsfromthewesternendofthewasteareato thewestandnorthwest;thedirectionofflowacrosstheeasternmostareaofthewastecannotbe confirmedduetothelackofashallowwellinthatvicinity.Forthebedrockaquifer, groundwaterflowdirectionfromeasttowestacrossthewasteisindicatedbytheavailabledata. Previousinvestigatorsconductedin-situaquiferslugtestsinordertoestimatetypicalhydraulic conductivitiesatthesite.Elevationdatafromtheshallowaquiferpotentiometricmapwas utilizedtoestimatehydraulicgradientsinthevicinityofthefacility.Thisinformationhasbeen appliedinaformofDarcy’sLawtocalculatethegroundwaterseepagevelocityintheupper- mostaquiferunderthesite,whichwasestimatedtobe170ft/year.Groundwaterflowrate calculationsareincludedinAppendixA. 1st Semi-Annual2014Groundwater MonitoringReport _____________________________________________________________________________________________ REIConsultants,Inc.P.O.Box286,Beaver,WV25813800-999-0105 www.reiclabs.com 5 4.0 SAMPLINGANDLABORATORYANALYSIS MonitoringwellsattheOldFranklinLandfillwerepurgedandsampledusinglaboratory decontaminatedpolytetrafluoroethylenesinglecheckvalvebailers.FieldtestingofpH, temperature,conductivity,andturbidityweremeasuredtoensureadequatepurging.Samples werecollectedinpre-cleanedandappropriatelypreservedcontainers,transportedinicedcoolers, anddeliveredtothelaboratoryingoodcondition.Allwellsweresampledduringthe 1st semi- annual2014monitoringeventwiththeexceptionofthebienniallocations.Severalgroundwater sampleswerenotedasexhibitingveryhighturbidity.Asummaryoffieldsamplinginformation isgivenin Table1.FieldsamplinglogsareincludedinAppendixB. AllsampleswereanalyzedbyREIC’sNorthCarolinacertifiedlaboratory.Thelaboratory qualityassuranceprogramincludedallappropriate,methodspecificqualitycontrols(QC).All laboratorydatamettherequiredQCcriteriaandstringentREICacceptancereviewpriorto inclusioninthisreport. Severalmetalsandvolatileorganiccompounds(VOCs)weredetectedaboveNorthCarolina SolidWasteSectionLimits(SWSLs)incompliancewellsatthefacility.Metalsdetectedabove SWSLsincludedbarium,cadmium,cobalt,copper,andzinc.VOCsdetectedaboveSWSLs included benzene,chlorobenzene,1,4-dichlorobenzene,cis-1,2-dichloroethene,and trichloroethene.ThefollowingparametersweredetectedaboveNorthCarolinagroundwater standards: Parameter MonitoringWell Barium MW-7 Benzene MW-1,MW-6CR, MW-7C Cobalt MW-3,MW-6CR, MW-7,MW-7C 1,4-Dichlorobenzene MW-1,MW-6CR Theexceedancesofgroundwaterstandardsaresimilartothoseofpreviousmonitoringevents. Asummaryoflaboratoryresultsinincludedin Table2.Laboratoryreportsandchain-of-custody recordsareincludedinAppendixC.Datahavebeenreportedtomethoddetectionlimits(MDLs) asrequestedbyNCDENR.However,notethatanyvaluesreportedbelowSWSLs,flaggedwith a“J”qualifier,areonlyestimates,arenotquantitative,and shouldnotbeusednumericallyinany way.HistoricallaboratoryresultsaregiveninAppendixD. 5.0 STATISTICALANALYSIS Theupdatedregulationsat15ANCAC13BSection .1633nolongerrequirestatisticalanalysisto beconductedasaroutinescreeningtool.However,statisticalanalysiswasperformedinorderto maintainbackgroundlevelsfortheseveralnaturallyoccurringmetalsthataredetectedin backgroundandcompliancewellsatOldFranklinLandfill. Monitoringconstituentswereevaluatedingeneralaccordancewiththeguidelinesof“Statistical AnalysisofGroundwaterMonitoringDataatRCRAFacilities,UnifiedGuidance”(U.S.EPA OfficeofResourceConservationandRecovery,March2009).Downgradientwellconstituent concentrationswerecomparedtoupperpredictionlimitsderivedfromhistoricaldatapooled fromthetwobackgroundwells,MW-2andMW-8.Predictionintervalswereconstructedas follows.Forconstituentswheregreaterthan50percentofthedatawerebelowpractical quantitationlimits(PQLs)/SWSLs,anon-parametricpredictionlimitwasconstructedusingthe maximumhistoricalbackgroundmeasurement.Forconstituentswheremorethan15butless than50percentofthedatawerebelowPQLs/SWSLs,parametricpredictionintervalsmodified byCohen’sAdjustmentwereutilized.TablesfromtheEPAUnifiedGuidancewereutilizedto 1st Semi-Annual2014Groundwater MonitoringReport _____________________________________________________________________________________________ REIConsultants,Inc.P.O.Box286,Beaver,WV25813800-999-0105 www.reiclabs.com 7 calculateparametriclimits.NoparametersexhibiteddetectionfrequenciesabovePQLs/SWSLs atgreaterthan50percentwiththeexceptionofchromium.
