This letter report presents results of the October 2013 semi‐annual sampling event, which constitutes the second semi-annual sampling for 2013. The approved groundwater monitoring network consists of MW‐ 3, MW‐4R, MW‐5 and background well MW‐6. The monitoring network also includes surface water sample locations SW‐1 and DW‐1. In a letter dated November 4, 2010, the North Carolina Department of Environment and Natural Resources (NCDENR) – Solid Waste Section (SWS) requested the collection of additional surface water samples from a seep area in conjunction with the semi‐annual groundwater sampling events for a minimum of five years. Based on discussions and concurrence with NCDENR‐SWS staff, construction activities were completed in July 2011 in an attempt to eliminate the seep (i.e., to keep perched groundwater below grade). Completed construction facilitated a sample collection point in the event perched groundwater did not fully remain below grade. Sampling results for the monitoring wells, surface water samples and surface seep are discussed below. Ten landfill gas monitoring wells (LG-1 through LG-10) were installed at the site in May 2010. Landfill gas quarterly monitoring events were conducted on June 3, 2013 and September 17, 2013 during this reporting period. Gas monitoring results are discussed below. FIELD ACTIVITIES Field Investigation methods for the October 2013 groundwater monitoring event were conducted in compliance with industry standards and the U.S. Environmental Protection Agency (EPA) Region IV Field Branches’ Quality System and Technical Procedures (USEPA Procedures). The field investigation was designed to determine the presence or absence of constituents of interest in site-wide groundwater. Groundwater samples from the site were collected on October 23, 2013 with a peristaltic pump. The samples collected from monitoring wells MW-4R and MW-6 were collected with a Monsoon stainless steel submersible pump. Water levels were measured at each well prior to sampling using a Testwell water level meter and are presented in Table 1. These groundwater elevations were used to construct potentiometric contours for this sampling event, which are presented on Figure 1. Purging was accomplished by using a variable speed peristaltic pump or submersible pump with the pumping rate adjustable to equal the approximate recharge rate of the well. Indicator parameters of pH, temperature, specific conductance and turbidity were measured regularly during purging with a YSI 6920 water quality meter until the measured values stabilized within an approximate 10 percent tolerance. This method targets the collection of groundwater samples that have the least total suspended solid count obtainable without filtering in the field, thus giving a more accurate indication of dissolved constituents present in the aquifer. Surface water samples were collected directly from Hominy Creek by filling pre‐preserved laboratory sample containers. The seep sample was collected from a 4‐inch pipe located at the base of the seep area. Sample locations are shown on Figure 2. Water quality parameters for the monitoring wells, surface water locations and seep at the time of sampling are presented in Table 2. As noted above, 10 landfill gas monitoring wells were sampled on June 3, 2013 and September 17, 2013. Well locations are presented on Figure 3. Percent lower explosive limit (% LEL) measurements and other applicable parameters (i.e., % methane by volume, % oxygen and % carbon dioxide) were recorded at the landfill gas monitoring wells using a laboratory calibrated Landtec GEM 2000 instrument. Sample collection record sheets are provided in Appendix A. SAMPLING RESULTS Environmental Conservation Laboratories, Inc. in Cary, North Carolina analyzed the groundwater and surface water samples for Appendix I volatile organic compounds (VOCs) by EPA Method 8260B, Appendix I metals by EPA Methods 6010C/6020A, mercury by EPA Method 7470A, sulfate by EPA Method 300.0 and total dissolved solids by SM 2540C. The surface seep sample was analyzed for Appendix I VOCs. In accordance with Solid Waste Section guidelines, analytical results were reported to the laboratory specific method detection limit and are quantifiable at or below Solid Waste Section Limits (SWSLs). A copy of the analytical data is presented in Appendix B. Monitoring well and surface water samples collecting during the October 2013 monitoring event at the site had detections of analytes above laboratory method detection limits. Some of the analyte concentrations exceeded their respective SWSLs, 15A NCAC 2L Groundwater Standards (hereinafter referred to as the ‘2L Standard’) or the 15A NCAC 2B Surface Water Standards (hereinafter referred to as the ‘2B Standard’), as applicable. For data analysis, groundwater monitoring well results were compared to the SWSL and the 2L Standards. Surface water results were compared to the 2B Standards. Exceedances are discussed below. Analytical results for detected compounds/elements are summarized in Table 3. No organic constituents were detected during this monitoring event at non-estimated/qualified concentrations Regarding qualified organic data, chlorobenzene was detected in MW-3 and its duplicate sample (DUP-1) at a “J” flagged concentration of 0.78 ug/L and 0.72 ug/L, respectively. “J” flagged results indicate the reported concentration was between the method detection limit (MDL) and the method reporting limit (MRL). Both values were below the SWSL and 2L Standard. For inorganic constituents, barium, cobalt, sulfate and zinc were detected in groundwater monitoring wells at non-estimated/qualified concentrations. Barium was detected in three (3) monitoring wells (MW-3, MW-4R and MW-5) above its SWSL but below its 2L Standard. Cobalt was detected in three (3) monitoring wells (MW-3, MW-4R and MW-5) above its SWSL and its 2L Standard. One (1) sulfate detection (MW-5) exceeded its SWSL and 2L Standard. Zinc exceeded its SWSL in one (1) well. Regarding qualified inorganic data, barium, chromium, copper, nickel, selenium, silver, sulfate, thallium and vanadium were detected at “J” flagged concentrations in groundwater monitoring wells and/or surface water locations. Of these qualified detections, only vanadium (MW-4R) and sulfate (SW-1 and DW-2) exceeded their respective standard. Vanadium exceeded its 2L Standard but its SWSL. No 2B Standard has been established for sulfate, and thus, any detection is considered an exceedance. Quality assurance/quality control samples were analyzed for the sampling event. No analytes were detected in the equipment blank or trip blank. A duplicate sample was collected from MW‐ 3 (DUP-1) and had similar concentrations to the MW‐3 sample. As noted above, quarterly landfill gas monitoring events were conducted on June 3, 2013 and September 17, 2013 at 10 landfill gas wells during the reporting period. All gas wells exhibited 0% LEL through the reporting period. Current and historical landfill gas sampling data are summarized in Table 4. In summary, for non-qualified (“J” flagged) data, the following observations were made: • No organic compounds were detected in site groundwater monitoring wells above SWSL or 2L Standards. • Barium was detected at three (3) groundwater monitoring wells (MW-3, 4R and 5) above its SWSL but below the 2L Standard. • Cobalt was detected at three (3) groundwater monitoring wells (MW-3, 4R and 5) above its SWSL and 2L Standard. • Sulfate was detected in one (1) monitoring well (MW-5) above its SWSL and 2L Standard. • Zinc was detected in one (1) monitoring well (MW-4R) above it SWSL but below its 2L Standard. • No organic compounds were detected in surface water. • No inorganic elements exceeded their respective 2B Standards in the April 2013 event. • All gas wells exhibited 0% LEL through the reporting period.
