Long Street Extension Salisbury, NC 28144 Re: Response to November 22, 2016 Correspondence Regarding Assessment Monitoring Rowan County Landfill Rowan County Solid Waste Permit Number 8003 DIN 27143 Dear Mr. Sinclair: The North Carolina Department of Environmental Quality’s Solid Waste Section has completed a review of the Response to November 22, 2016 Correspondence Regarding Assessment Monitoring dated December 12, 2016 (DIN 27142) and submitted on behalf of Rowan County by Golder Associates for the Rowan County Landfill, Solid Waste Permit Number 8003. The correspondence was submitted pursuant to 15A NCAC 13B .1634 and in response to the presence of the volatile organic compounds, Tetrachloroethene (PCE) and Trichlorofluoromethane (TCFM), in samples within groundwater monitoring well MW-28. The Response to November 22, 2016 Correspondence Regarding Assessment Monitoring states that the County will be initiating assessment monitoring within the 90-day timeframe. The County will sample the 18 groundwater monitoring wells for the full suite of Appendix II constituents during the January 2017 semiannual water quality monitoring event. In addition, the County will install a new groundwater monitoring well, MW- 28R, approximately 50 feet from the waste unit to monitor Phase IV prior to the July 2017 monitoring event. As a result, the activities within the Response to November 22, 2016 Correspondence Regarding Assessment Monitoring are approved as described.
