STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS On December 8, 2016, John Patrone met with JD Freeman, Brandon Phillippie, Kelly Blair, and Lakisha White-Kelly to conduct a comprehensive inspection of the Town of Carrboro Public Works YWN on Public Works Drive in Carrboro, Orange County. 1. The facility is a yard waste notification (YWN) operated at the Town of Carrboro Public Works. 2. The area used for the YWN is < 2 acres. 3. The Town of Carrboro leaf collection season is from November through February. 4. The facility maintains records of the amount of leaves received. Records were verified for 2014-2015 ~ 5,600 yd3, 2015-2016 ~ 4,000 yd3, and 2016-2017 (to date) ~ 1,000 yd3. 5. Processed and unprocessed material on site shall be less than 6,000 yd3 quarterly. 6. The facility maintains temperature records. Temperature records were verified for 2015-2016. 7. Temperatures records shall be maintained at or above 55 degrees Celsius/131 degrees Fahrenheit for three days, aerated to maintain elevated temperatures. 8. At the time of the inspection three piles of material were on site. A pile of compost available for distribution, a pile of composted material used to mix with incoming leaves, and a pile of leaves from the current leaf collection season. 9. Town leaf collection trucks mulch leaves during the vacuuming/pick up process. 10. When the mulched leaves are off-loaded at the facility, the leaves are mixed with composted material and compacted. 11. The facility creates windrows using the compacted leaves soon after the leaf collection season has ended. 12. Windrow dimension should not exceed a height of 12 feet and a width of 20 feet (minimum dimensions of 6 feet in height and 9 feet in width). 13. Ensure setbacks are maintained from the YWN operational area: 50’ to property lines and perennial streams/rivers, 100’ to wells, and 200’ to residences or dwellings not owned and occupied by the permittee. 14. Mr. Freeman stated that the YWN is within a 100-year floodplain. 15. The Carrboro Fire-Rescue Department can be contacted to address an emergency at the facility. 16. Ensure adequate fire lanes are maintained. 17. Access roads are of all-weather construction. 18. The facility is secured by a locked gate. 19. A sign should be posted to include the YWN number (YWN 68-002), responsible person, and contact phone number, etc. 20. The Yard Waste Notification shall be renewed annually, by June 1st. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
