Dear Mrs. Martin:

The Solid Waste Section (Section) has reviewed the Proposed Groundwater Assessment and Monitoring
Plan (DIN 27003) for the structural fill at the Belews Creek Steam Station submitted on your behalf by
HDR on November 7, 2016. The proposed plan is divided into two Phases. Phase 1 includes the
installation of one shallow well and one deep well, SFMW-1S/1D. After installation, the wells will be
sampled along with four surface water monitoring locations: SFSW-1, SFSW-2, SFSW-3 and SFSW-4.
Phase 2 includes the installation of eight (8) wells combined into four (4) well clusters: SFMW-2S/2D,
SFMW-3S/3D, SFMW-4S/4D and SFMW-5S/5D. The Section approves the Proposed Groundwater
Assessment and Monitoring Plan.
