Box 1927 Carthage, North Carolina 28327 Re: Soil and Surface Water Sampling and Analysis Report Moore County C&D Landfill Moore County Solid Waste Permit Number 6301 DIN 27084 Dear Mr. Beane: The Solid Waste Section has completed a review of the Soil and Surface Water Sampling and Analysis Report dated November 30, 2016 (DIN 27083) and submitted on behalf of Moore County by Golder Associates for the Moore County C&D Landfill, Solid Waste Permit Number 6301. The report was submitted in response to the approved Sampling and Analysis Plan In Response To Leachate Release dated October 25, 2016 (DINs 26912 and 26913). Subsurface soil sampling was conducted on October 31, 2016 to evaluate the extent of the potential environmental impacts from the release. The soil samples were analyzed for Appendix I constituents and pH. A surface water sample was not collected from the sediment pond as originally proposed since the sediment pond was dry. The analytical soil results indicated no volatile organic compounds exceeded the Preliminary Soil Remediation Goals (PSRGs). However, arsenic, thallium, and vanadium were detected above their Preliminary Soil Remediation Goals (PSRGs) for the Protection of Groundwater and the Residential Health Based in all of the soil samples including the background soil sample. As a result, based upon the soil assessment conducted at the landfill, no additional environmental assessment associated with this leachate release is required at this time.
