The NC Solid Waste Section has reviewed the email dated November 28, 2016 regarding the extension request for the
submittal of the Fall 2016 monitoring report based upon additional groundwater sampling. A third laboratory will be
utilized for the additional sampling event. Split samples will be conducted at six groundwater monitoring wells and sent
to three different laboratories for comparison of VOC laboratory results.
As a result, the extension request is approved as described. However, please note that even though different
laboratories are being utilized and different analytical results will be presented from those laboratories, both the Phase I
and Infill Areas of the NMLF are still required to continue assessment and begin the process of initiating corrective
action in accordance with 15A NCAC 13B .0545(c) by actively working on an Assessment of Corrective Measures (ACM).
The ACM will then be required to be submitted in accordance with 15A NCAC 13B .0545(c) in the Spring of 2017.
In addition, the new groundwater monitoring wells that were installed as part of the assessment and first sampled
during the Fall 2016 monitoring event had VOC exceedances. Based upon the continued migration of groundwater
contamination at NMLF, additional groundwater monitoring wells will be required to be installed off‐site on adjacent
properties to determine the nature and extent of the VOC contamination off‐site. Also, pursuant to 15A NCAC 13B
.0545(a)(2), notifications will need to be conducted to notify all persons who own land or reside on land that directly
overlies any part of the plume of contamination if contaminants have migrated off‐site or are thought to have migrated
off‐site.

Hi Jackie,
Per our recent telephone conversation, I informed you that CEC split samples with two NC‐certified laboratories after
four new wells were installed and sampled at the North Meck Landfill facility. The reported vinyl chloride data was
significantly different for these labs. We have been evaluating the QC reports for the two labs and will not likely resolve
the lab data issue without splitting samples with a third independent laboratory. The purpose of our extension request
is to provide time to resample six wells for VOCs, split the sample three ways, and have three labs analyze the split
samples. We plan to collect the well samples on Thursday of this week. As soon as we receive the sample analytical
results, we will tabulate the data and submit the groundwater monitoring reports to you for review. We understand
that you are amenable to granting the extension so that all the resultant analytical data can be included in one
reporting. Should you have any questions or comments, please do not hesitate to contact me.
