Dear Ms. Werner:

Smith Gardner, Inc. (S+G) recently concluded the well abandonment and monitoring well
installation for wells related to the Phase III C&D expansion at the Anderson Creek C&D
Landfill in Harnett County. The following is a summary of related activities for this site.

Well Abandonment

Construction on Phase III C&D at the Anderson Creek C&D Landfill is planned to commence
in spring 2016. Six wells located in the cell footprint (P-4, P-7, PZ-11, PZ-12, PZ-13 and PZ-
16), and six wells located in the surrounding construction zone (P-9, PZ-15, PZ-17, PZ-18,
PZ-27 and PZ-29) were abandoned on December 17, 18, 21, 23 & 28 2015. Well locations are
shown on Figure 1.

S+G personnel met personnel from GeoTechnologies Inc., P.A.1 on site, for well
abandonment and monitoring well installation. Wells were abandoned by over-drilling and
removing well casing and screen. The well abandonment procedure involved removal of
above grade steel casing (if present), over-drilling to the well bottom elevation with hollow
stem augers, then tremie grouting with a bentonite slurry and cement from the bottom of the
borehole to the existing ground-surface in one continuous operation. The well abandonment
records are provided in Attachment 1.

Monitoring Well Installation

Three monitoring wells were installed in accordance with 2C regulations outside the
proposed Phase III C&D footprint. CDMW-7 was advanced to 25 ft. bgs on December 18, 2015.
CDMW-8 was advanced to 30 ft. bgs. and CDMW-9 was advanced to 20 ft. bgs on December
28,2015. All three locations were advanced using 4.25in hollow stem augers. Wells were

finished with a 2.5 ft. stickup, steel above-grade casing and lock. Well locations are provided
on Figure 1. Well construction records and boring logs are presented in Attachment 2.

Additionally, CDMW-3, hit early in December was repaired with a coupling and new riser.
CDMW-3 will be re-surveyed with the newly installed wells to ensure accurate water level
measurements.

Well locations have not been surveyed as of the date of this report, and S+G recommends a
survey is performed as soon as feasible.
