All photos were taken by Lee Hill on November 15, 2016 unless otherwise noted. 2. The facility is owned by Haywood County and is operated by Santek Environmental of North Carolina, LLC. 3. The service area for the facility is Avery County, Buncombe County, Burke County, Cherokee County, Clay County, Graham County, Henderson County, Jackson County, Macon County, Madison County, McDowell County, Mitchell County, Polk County, Rutherford County, Swain County, Transylvania County, and Yancey County. 4. The facility is open to the public Monday through Saturday 7:30am to 3:30pm. 5. The facility is secured by a gate and proper signage was observed at the entrance to the facility. 6. The permit and operations plan was available upon request. 7. Access roads were constructed of asphalt and gravel and were in good condition at the time of inspection. Operations Inspection of MSWLF Unit (44-07) 8. Edge of Waste Makers were installed and were clearly visible. 9. Minimal windblown litter was observed during the inspection and facility staff were actively cleaning litter at the time of inspection. 10. Litter flagging was observed on the top of the landfill and appeared to be being spread by equipment. Facility staff sent pictures of the top of the landfill at the end of the working day on November 15, 2016 and the flagging issues had been addressed. 11. No unapproved material was observed on the working face of the landfill. 12. The facility is currently in the process of adding intermediate cover on portions of Phase 3 of the landfill. Slopes on the north side of the phase have been seeded however, the lack of rainfall has caused minimal germination. 13. No erosion issues were observed around the facility at the time of inspection. 14. The leachate lagoon is located to the northeast of the landfill. The liner was observed and no visual deficiencies were noted. Leachate is taken to the City of Waynesville Waste Water Treatment Facility for disposal. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
