HomeMy WebLinkAbout1812_Duke_Marshall_ReqLetter_DIN27012_20161115526 South Church Street: Mail Code EC13K Charlotte, North Carolina 28202 980-373-5697 November 15, 2016 North Carolina Department of Environmental Quality Division of Waste Management Solid Waste Section 2090 U.S. Highway 70 Swannanoa, North Carolina 28778 Attn: Mr. Larry Frost Re: Industrial Landfill No.1 Alternative Method for Establishing Truck Weights Permit No.: 1812-INDUS Marshall Steam Station Catawba County Terrell, North Carolina 28682 Dear Mr. Frost, As discussed via phone conversation on November 14, 2016, Duke Energy requests approval for an alternative method to establish truck weights for material being disposed of in the Marshall Steam Station Industrial Landfill No.1 (ILF) (Permit No.1 1812-INDUS) as part of construction activities for Cells 3 and 4 of the ILF. The requested alternative method is to utilize survey data before and after Cells 3 and 4 grading activities to provide an accurate account of the total material disposed of in the ILF. A unit conversion of 1.2 tons per cubic yard will be applied to the total cubic yardage to determine the total tons of waste placed in the ILF resulting from the project, unless a more appropriate conversion factor is determined. A limited number of trucks will be weighed to verify the unit conversion. Material being disposed will consist mainly of ash and soil in the Industrial Landfill Cells 3 and 4 Structural Fill that is excavated to achieve the proposed subgrade grading plan.
