Dear Mr. Einsmann:
The Solid Waste Section has completed a review of the Soil Assessment Plan dated April 21, 2016 (DIN
25993) and submitted on behalf of Republic Services, Inc. by Joyce Engineering for the closed Holly Springs
C&D Landfill, Solid Waste Permit Number 9214. The plan was submitted in response to a Facility
Compliance Inspection Report dated March 7, 2016.
The Soil Assessment Plan includes subsurface soil sampling at specific locations and depths. Three
subsurface soil samples and one background upgradient subsurface soil sample will be collected. The
background sample will be collected to characterize the native soils and baseline concentrations at the
facility. The subsurface soil samples will be analyzed for Appendix I of 40 CFR 258 (Volatile Organic
Compounds and Metals) and pH. A letter report will then be submitted to the Solid Waste Section.
As a result, the Soil Assessment Plan is approved as described. Please implement the plan within seven
