Radford Environmental Affairs Officer Marine Corps Air Station Postal Service Center Box 8003 Cherry Point, NC 28533-0003 Subject: Request Acknowledge Letter MCAS Cherry Point Transfer Station Craven County, Permit 2510T-TRANSFER-1997, Document Id No. (DIN) 26888 Dear Mr. Radford: The Division of Waste Management, Solid Waste Section (Section) received your letter and information concerning improvements to the MCAS Cherry Point Transfer Station (DIN 26887). The current operation was designed as a direct load operation. The absence of an enclosure allows storm water to come in contact with municipal solid waste, which adds water weight to the transfer loads and increases the chances of contaminated runoff. Lack of an enclosure also permits wind to sweep solid waste off the site. The scope of work for the improvement project includes a new, enclosed pre-engineered metal building over the existing concrete solid waste sorting pad, construction of an operations building with a restroom, new concrete slab for recycling bins, utility services to both buildings and re-grading to correct drainage issues. The improvements to the transfer station will reduce or eliminate these problems. Based on conversations with Mr. Nathan Arnett, the construction is underway and is expected to continue into early next year. Waste that would normally pass through the transfer station is being sent either to the Carteret County Transfer Station on Hibbs Road (Permit No. 1604- TRANSFER-1993) or the CRSWMA (Tuscarora) - Long Term Regional Landfill (Permit No. 2509-MSWLF-1999. After construction is completed, the plan is to resume operation of the transfer station following the current approved operation plan. The Section hereby issues this letter as an approval to implement the changes as stated. Please place a copy of this letter in your operating record. After completion of the construction, please contact Ray Williams, Environmental Senior Specialist, to arrange a pre-operation inspection prior to resuming operations. The Section also understands that additional equipment may be purchased after construction is completed which would allow changes in the operation. At such time, a revised operation plan G. W.
