PURPOSE OF SITE VISIT: Partial site inspection. STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. A Yard Waste Notification Facility Renewal Form for the period of June 1, 2016 – May 31, 2017 has been submitted as required by June 1st of each year. 2. Met with Mark Fox, operator on-site, during this inspection. 3. During recent maintenance of the unprocessed land clearing debris area, it appears that an incidental item (tarpaulin) was inadvertently pushed high up into the unprocessed land clearing debris pile. Please remove any incidental waste before grinding. 4. A few pieces of metal rebar were observed near the unprocessed land clearing debris area. It appears that these pieces of rebar were collected from a timber during waste screening efforts. Please continue waste screening efforts at this site. 5. Quarterly volume records of waste received and removed were not reviewed during this partial inspection. These records will be reviewed during next inspection. 6. Compost temperature records were not reviewed during this partial inspection. Ensure that the compost process is maintained at or above 131° F for 3 days and aerated to maintain elevated temperatures prior to distribution of compost material. Temperature and process records will be reviewed during the next inspection. 7. Ensure that the facility continues to process and store less than 6,000 cubic yards of material per quarter. 8. The facility operational area was clearly marked to ensure setbacks are maintained. 9. There was no leachate observed around the processed and unprocessed wood waste. 10. On-site management of buffers and drainage conditions are well maintained. 11. Efforts to maintain access for hot load and/or fire control around the operational area have occurred since the previous inspection. 12. It is noted that the facility has recently purchased a 500-gallon water truck in case of hot load and/or fire control. 13. The facility appeared to be well operated and maintained.
