Mr. Creighton:

The Division of Waste Management, Solid Waste Section (Section) has completed a review of
the submittal titled Summary Letter of Proposed Subsurface Exploration Plan, New Transfer
Station – Revised Location (DIN 26924). The document was submitted on your behalf by Kessel
Engineering Group and was received in the Asheville Regional Office on October 26, 2016.

Based on this review, the revised location subsurface exploration plan is authorized. Please note,
all reasonable means should be utilized to ensure any excavated waste is contained on site and
disposed of properly. Additionally, all reasonable means should be utilized to ensure the
integrity of the landfill cap and waste mass during and after the completion of the exploration
project. If there are any significant changes to the plan, please submit those to the Section for
approval prior to implementation. There are no permit conditions associated with this activity so
no permit modification will be required.
