Dear Mr. Davis,

The Solid Waste Section (Section) has completed a review of the 2016 First Semiannual Water Quality
Monitoring Results report submitted on behalf of Wilson County by Babb and Associates, P.A. The results
of the water quality monitoring report indicated the detection of 1,2-Dichloropropane at a concentration
exceeding the standards established in 15A NCAC 02L .0202 (2L Standards) for the second consecutive
monitoring event in the GMW-3 groundwater sample.

Based on two consecutive groundwater monitoring events in which an Appendix I constituent, 1,2-
Dicholorpropane, was reported at concentrations exceeding the 2L Standard in monitoring well GMW-3,
an Assessment Monitoring Workplan should be submitted to the Section for review and approval in
accordance with 15A NCAC 13B .0545(a)(3). The workplan should be submitted to the Section within 30
days of receiving this letter.
