Duke Energy Progress, LLC (Duke Energy) requests approval of the enclosed Post-Closure Care Plan
Revision 1 (Plan) associated with the former ash basins (1964 and 1982 basins) located at the Asheville
Steam Electric Plant in Arden, Buncombe County, North Carolina. This revision incorporates text changes
in Section 3.2 of the enclosed plan as agreed to by the North Carolina Department of Environmental
Quality (NCDEQ). This Plan is in accordance with the requirements of the North Carolina General Statute

1.0 General Information
1.1 Introduction
The purpose of this Post-Closure Care Plan (Plan) is to document the general requirements for post-closure care during the post-closure care period for the Asheville Steam Electric Plant (Asheville/Plant/Site) coal combustion residual (CCR)
surface impoundments, the 1964 Ash Basin and 1982 Ash Basin, closed by excavation. This Plan is in accordance with the requirements of the North Carolina General Statute (NCGS) §130A-309.214(a)(4)k.
Asheville is located at 46 Duke Energy Drive, Arden, NC in Buncombe County. The Site is owned by Duke Energy Progress, LLC (Duke Energy).
This Plan supersedes the previously submitted separate post-closure care plans for the two Asheville CCR surface impoundments. The historical Plan revisions for the 1964 Ash Basin and 1982 Ash Basin include:

1.3 Site Description
The Site includes two ash basins closed by excavation. The historic ash basins were located on the southern end of the site with the 1964 Ash Basin on the west 1982 Ash Basin on the east (Figure 1). The total area of the 1964 Ash Basin is approximately 45 acres, and the total area of the 1982 Ash Basin is approximately 33 acres.
2.0 Ash Basin Closure
2.1 1964 Ash Basin
Removal of CCRs from the 1964 Ash Basin was complete on June 23, 2022. The
NCDEQ issued a letter for Documentation of Compliance with the Coal Ash Management Act of 2014, Session Law 2014-122, Section 3.(b), 3.(c)(1) and 3.(c)(2) Coal Ash Impoundment Excavation and Closure, Asheville Steam Station 1964 Basin on October 17, 2022 (Grzb to Bednarcik).
The 30-year post-closure monitoring period for the 1964 Ash Basin began on October 17, 2022.
2.2 1982 Ash Basin
Removal of CCRs from the 1982 Ash Basin was complete on September 30, 2016. The NCDEQ issued a letter for Documentation of Compliance with the Coal Ash
Management Act of 2014, Session Law 2014-122, Section 3.(b), 3.(c)(1) and 3.(c)(2) Coal Ash Impoundment Excavation and Closure, Asheville Steam Station 1982 Basin on June 8, 2021 (Grzb to Bednarcik).

The 30-year post-closure monitoring period for the 1982 Ash Basin began on June 8, 2021.
3.0 Post-Closure Care Timeframe and Activities
3.1 Post-Closure Care Timeframe
Post-closure care of the ash basins is conducted for 30 years (June 8, 2021 – June 8, 2051 for 1982 basin and October 17, 2022 – October 17, 2052 for 1964 basin) in accordance with NCGS §130A-309(a)(4)k which states in part:
• The length of the post-closure care period may be:
o proposed to be decreased or the frequency and parameter list modified if the owner demonstrates that the reduced period or modifications are sufficient to protect public health, safety, and welfare; the environment; and natural resources and;
o increased by the NCDEQ at the end of the post-closure monitoring and care period if there are statistically significant increasing groundwater quality trends or if contaminant concentrations have not decreased to a level protective of
public health, safety, and welfare; the environment; and natural resources.
• If the owner determines that the post-closure care monitoring and care period is
no longer needed and the NCDEQ agrees, the owner shall provide a certification, signed and sealed by a professional engineer, verifying that post-closure monitoring and care has been completed in accordance with the post-closure
plan.
3.2 Post-Closure Care Activities
Post-closure care activities for CCR surface impoundments closed by excavation includes water quality monitoring. Water quality for the Site is monitored per the current effectiveness monitoring plan (EMP) or confirmation monitoring plan (CMP), whichever is applicable, approved by NCDEQ Division of Water Resources, that
meets the requirements of NCGS §130A-309.211.
Per NCGS §130A-309.214(a)(4)(k)(1), the plan must demonstrate the long-term
control of leachate, affectied groundwater, and stormwater. This is demonstrated as follows:
1. The ash basins were fully excavated and do not generate leachate. Therefore, leachate long-term control is not applicable.
2. Annual groundwater and surface water reports are prepared and submitted to NCDEQ for review and approval. These reports document progress of the approved corrective action (remediation) of affected groundwater and also discuss surface water as necessary.
3. The ash basins were fully excavated and closure design ensures a separation of groundwater from stormwater. The former ash basins do not contain industrial activity as individually confirmed by North Carolina Division of Energy, Mineral
and Land Resources (NC DEMLR). Therefore, long-term control of stormwater is not applicable.

4.0 Post Closure Use of Property
Post-closure use of the Site will not disturb the function of the water quality monitoring or approved corrective action activities/system unless approved by the NCDEQ.
Post-closure use of the site will not increase the potential threat to human health or the environment since the 1964 Ash Basin and 1982 Ash Basin were closed by excavation. CCR material was removed from the historical ash basin areas; therefore, no engineered cover
system is warranted or required.
