RE: REQUEST FOR DEQ ASSISTANCE
Dear Ed:
Due to the damage caused by hurricane Matthew in Robeson County, NC, Joyce Engineering is
requesting, on behalf of Robeson County, NC DEQ to assist with the following activities:
Grant the landfill permission for temporary disposal of leachate from the Robeson County landfill into
the former soil borrow pit located on the eastern side of the landfill. There are no wastewater
treatment plants operating in this region of NC that can accept the leachate. The County expects the
landfill will be generating excessive gallons of leachate due to the 18” of rain at the site and they
expect this leachate quality to be diluted from this amount of rain. The County will sample the
leachate on a weekly basis to determine its quality. The borrow area does not have an outlet discharge
pipe, so there will be no discharge of leachate.
The second request is for the DEQ to expedite the review of the permit modifications we discussed
last week for the Phase 1 C&D expansion and the Phases 2,3,4 MSW vertical expansion. Due to the
storm damage, the County is anticipating a significant increase in construction and demolition debris
tonnage coming to the landfill. Joyce Engineering will be submitting those permit applications
packages soon and we would appreciate the Departments expeditious review.
