HomeMy WebLinkAbout1804_Duke_Marshall_AshRemovalReq_DIN26807_20161004526 South Church Street: Mail Code EC13K Charlotte, North Carolina 28202 980-373-5697 October 3, 2016 North Carolina Department of Environmental Quality Division of Waste Management Solid Waste Section 2090 U.S. Highway 70 Swannanoa, North Carolina 28778 Attn: Mr. Larry Frost Re: Request for Concurrence - Bottom Ash Removal Plan Permit No.: 1804-INDUS Marshall Steam Station Catawba County Terrell, North Carolina 28682 Dear Mr. Frost, Upon completion of the vegetation maintenance project on the western slope of the Dry Ash Landfill Phase II (Dry Ash landfill) (Permit No. 1804-INDUS) in late August 2016, it was discovered that bottom ash has eroded from the haul road and deposited at the toe of the landfill slope. As discussed via our phone conversation on September 20, 2016, Duke Energy requests concurrence for removal of bottom ash material from the toe of the Dry Ash Landfill including improvements to the bottom ash haul road, located above the western slope of the Dry Ash Landfill. The scope of work for the above activities is anticipated to be: 1. Installing erosion and sediment control measures 2. Removing ash along the toe of the slope 3. Restoring 24 inches of cover soil in areas where ash was removed or is exposed 4. Re-grading the bottom ash haul road towards the existing stormwater channel 5. Placing 24 inches of cover soil within the existing roadway 6. Constructing an aggregate roadway section 7. Seeding and establishing vegetation on disturbed areas 8. Restoring damaged edge of waste markers Ash removed during activities listed above will be disposed in the on-site landfill, Industrial Landfill No.1 (1812-INDUS).
