This letter report presents results of semi-annual sampling activities conducted on April 14, 2016, which constitutes the first semi-annual sampling event for 2016. The approved groundwater monitoring network consists of MW-3, MW-4R, MW-5 and background well MW-6. The monitoring network also includes surface water sample locations SW-1 and DW-2 from Hominy Creek. In a letter dated November 4, 2010, the North Carolina Department of Environmental Quality (NCDEQ) – Solid Waste Section requested the collection of an additional surface water sample from a seep area in conjunction with the semi-annual groundwater sampling events for a minimum of five (5) years. Sampling results for the monitoring wells, surface water samples and surface seep (Seep-1) are discussed below. In addition to the samples outlined above, 10 landfill gas monitoring wells (LG-1 through LG-10) were installed at the site in May 2010. Landfill gas quarterly monitoring events were conducted on December 1, 2015; March 15, 2016; and June 29, 2016 during this reporting period. Gas monitoring results are also discussed below. A completed Environmental Monitoring Report Form follows this letter report. Ms. Jaclynne Drummond July 28, 2016 2 FIELD ACTIVITIES Field Investigation methods for this groundwater monitoring event were conducted in compliance with industry standards and the U.S. Environmental Protection Agency (EPA) Region IV Field Branch’s Quality System and Technical Procedures. Groundwater samples from the site were collected on April 14, 2016 using ‘low-flow’ techniques with either a peristaltic pump (MW-3, MW-4R and MW-5) or a Geotech stainless steel submersible Geosub pump (MW-6). Water levels were measured at each well prior to sampling using a Testwell water level meter (Table 1). Groundwater elevations were used to construct potentiometric contours for this sampling event (Figure 1). Purging was accomplished by using a variable speed peristaltic or submersible pump with the pumping rate adjustable to equal the approximate recharge rate of the well. Indicator parameters of pH, temperature, specific conductance and turbidity were measured regularly during purging with an YSI 6920 water quality meter until the measured values stabilized. This ‘low-flow’ method targets the collection of groundwater samples that have the least total suspended solid count obtainable without filtering in the field, thus giving a more accurate indication of dissolved constituents present in the aquifer. Sample collection record sheets are provided in Appendix A. Surface water samples were collected directly from Hominy Creek by filling pre-preserved laboratory sample containers. The seep sample (Seep-1) was collected from a 4-inch pipe located at the base of the seep area. Sample locations are shown on Figure 2. Water quality parameters for the monitoring wells, surface water locations and seep at the time of sampling are presented in Table 2. As noted above, 10 landfill gas monitoring wells were sampled on December 1, 2015, March 15, 2016 and June 29, 2016. Well locations are presented on Figure 3. Percent lower explosive limit (% LEL) measurements and other applicable parameters (i.e., % methane by volume, % oxygen and % carbon dioxide) were recorded at the landfill gas monitoring wells using a laboratory calibrated Landtec GEM 2000 instrument. Sample collection record sheets are provided in Appendix A. SAMPLING RESULTS Environmental Conservation Laboratories, Inc. in Cary, North Carolina analyzed the groundwater and surface water samples for Appendix I volatile organic compounds (VOCs) by EPA Method 8260B, Appendix I metals by EPA Methods 6010C/6020A, mercury by EPA Method 7470A, sulfate by EPA Method 300.0 and total dissolved solids by SM 2540C. The surface seep sample was analyzed for Appendix I VOCs. A copy of the analytical data is presented in Appendix B. For data analysis, groundwater monitoring well results were compared to 15A NCAC 2L Groundwater Standards, the regulatory basis established to determine groundwater quality. Surface water results were compared to 15A NCAC 2B Surface Water Standards. Monitoring wells had one or more inorganic analyte concentrations that exceeded their respective groundwater standards. No analyte concentrations detected in the surface water samples exceeded their respective standards. Detections are discussed below. Analytical results are summarized in Table 3. Ms. Jaclynne Drummond July 28, 2016 3 No organic constituents were detected above laboratory method reporting limits in any of the groundwater or surface water samples during the April 2016 monitoring event. For inorganic constituents, barium, cobalt, nickel, sulfate and vanadium were detected in groundwater monitoring wells and/or surface water samples above laboratory method reporting limits. All of the barium and nickel concentrations were below their respective 15A NCAC 2L Groundwater Standard or 15A NCAC 2B Surface Water Standard. Cobalt was detected in three (3) monitoring wells (MW-3, MW-5 and MW-6 (background well)) at concentrations which exceeded its 15A NCAC 2L Groundwater Standard. Sulfate was detected in one (1) monitoring well (MW-5) at a concentration which exceeded its 15A NCAC 2L Groundwater Standard. Vanadium was detected in one (1) monitoring well (MW-3) at a concentration which exceeded its 15A NCAC 2L Groundwater Standard. As noted above, quarterly landfill gas monitoring events were conducted on December 1, 2015, March 15, 2016 and June 29, 2016 for 10 landfill gas wells located near the waste boundary during the reporting period. All gas wells exhibited 0% LEL through the reporting period. Current and historical landfill gas sampling data are summarized in Table 4. The following summarizes results obtained during this reporting period: • No organic compounds were detected in site groundwater monitoring wells or surface water sample locations at concentrations above reporting limits. • Cobalt was detected in three (3) groundwater monitoring wells (MW-3, MW-5 and MW-6 (background well)) at concentrations that exceeded the 15A NCAC 2L Groundwater Standard of 1 ug/L. It should be noted that background soil samples were collected during the initial seep investigation (2010) to assess naturally occurring site conditions. Results from the study included detection of cobalt at a maximum concentration of 9.34 milligrams per kilogram (mg/Kg). The NCDEQ - Inactive Hazardous Sites Branch (IHSB) has established a soil cleanup level protective of groundwater for cobalt at 0.9 mg/Kg. Oxidation Reduction Potential (ORP) measurements in the three (3) monitoring wells listed above indicated the presence of a reducing environment potentially mobilizing background metals from soils. Some, if not all, of the cobalt detected during monitoring may be due to mobilization of background metals from soil. • Sulfate was detected in one (1) monitoring well (MW-5) at a concentration that exceeded its 15A NCAC 2L Groundwater Standard of 250 ug/L. The sample result was 270 ug/L. • Vanadium was detected in one (1) monitoring well (MW-3) at a concentration that exceeded its 15A NCAC 2L Groundwater Standard of 0.3 ug/L. The sample result was 1.03 ug/L. • No inorganic element concentrations detected in surface water exceeded their respective 15A NCAC 2B Standards (where a standard has been established) during this monitoring event. Sulfate was detected in surface water but a 15A NCAC 2B standard has not been established for this constituent. • All gas wells exhibited 0% LEL through the reporting period, which is consistent with historical monitoring.
