VAN DER VAART Secretary MICHAEL SCOTT Director State of North Carolina | Environmental Quality | Waste Management Asheville Regional Office | 2090 US Highway 70 | Swannanoa, North Carolina 28778 828 296 4500 T September 21, 2016 Mr. Mark Bivins, Director of Solid Waste Lincoln County Landfill 5291 Crouse Road Crouse, North Carolina 28033 Subject: Permit to Operate, Determination of Completeness Permit No. 5503-CDLF-1999, Lincoln County C&D Unit Lincoln County, DIN 26745 Dear Mr. Bivins: On April 11, 2016 the Division of Waste Management, Solid Waste Section (Section) received a permit renewal application for the Lincoln County Construction and Demolition Debris Landfill (CDLF), Permit No. 5503-CDLF-1999, entitled; Amendment to Permit, Lincoln County Construction and Demolition, Phase 3. Prepared for Lincoln County. Prepared by MESCO. April 2016. DIN 25940. Determination of Completeness The Section has performed a review of the County’s application for a determination of completeness and determined the application is complete, in accordance North Carolina General Statute NCGS 130A- 295.8(e). A determination of completeness means the application contains the required components in accordance with North Carolina Administrative Code 15A NCAC 13B .0500. The Lincoln County Landfill facility is currently constructing the next phase of the municipal solid waste landfill (MSWLF). As previously discussed, the Section has determined that it will issue an amended permit to operate for the facility, including the CDLF permit renewal, upon completion of construction, submission, review and approval of construction quality assurance documentation (CQA) for the MSWLF expansion. Until that time the CDLF is authorized to continue operations in accordance with the approved plans, including DIN 25940 referenced above.
