Williamson Avenue PO Box 595 Elon, NC 27244 PARTICIPANTS: John Patrone, Environmental Senior Specialist - Solid Waste Section (SWS) Donnie Wood, Public Works Director – Town of Elon (via email 08/29/16) STATUS OF PERMIT: Yard Waste Facility Notification application received by the SWS Yard Waste Facility Notification expires on June 1 of each year PURPOSE OF SITE VISIT: Comprehensive Inspection (to ensure that the yard waste facility notification is in compliance with 15A North Carolina Administrative Code (NCAC) 13B .1404(a)(1)-(10), 13B .1406, and the requirements as stated on the yard waste facility notification application and the corresponding approval letter). STATUS OF PAST NOTED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 OBSERVED VIOLATIONS: None ADDITIONAL COMMENTS On August 25, 2016, John Patrone conducted a comprehensive inspection of the Town of Elon – Kernodle Property YWN on Elon-Ossipee Road in Elon, Alamance County. 1. The yard waste notification (YWN) is located on an undeveloped parcel of land owned by the Town of Elon. 2. The YWN site is located across from the intersection of Springfield Drive and Elon-Ossipee Road. 3. The area available for the YWN is ~ 2 acres. 4. Mr. Wood stated that the YWN site will likely be used this fall/winter although, the Town may inquire if another approved compost site is available for use. 5. The facility has three small windrows of compost on the property. 6. Temperature records were verified demonstrating 3 days at a minimum of 55 degrees Celsius/131 degrees Fahrenheit, aerated to maintain elevated temperatures. 7. The Town of Elon receives ~ 2000 yd3 of leaves annually. 8. Ensure processed and unprocessed material on site is less than 6000 yd3 quarterly. Records should be maintained of the amount of leaves accepted. 9. Finished compost may be removed from the site and stored accordingly for future use. 10. Mr. Wood stated that the site will be mowed prior to fall leaf collection season. 11. The Town of Elon has conditional approval to use the site as a temporary disaster debris staging site (TDDSS). The TDDSS number is: DS01-011. 12. Access roads are of all-weather construction. 13. The facility is secured by a locked gate. 14. The facility has a proper sign. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
