Mr. Hill:
Please accept this letter and attachments in response to your Audit of the Macon County Landfill Facilities;
Permit #57-03; on July 13, 2016. During the Audit, and in your report, you noted several items of
deficiency in your Comments. This letter and supplemental information are submitted as demonstration of
the addressing of these items.
1. Please add the emergency contact information to the facility signage.
Sign has been created and posted on the main entrance gate to the landfill. (See Attachment 1:
Photo 1)
2. Please note that all scrap tire forms must have original signature. Photocopied signatures are not
allowed.
I have discussed this issue with the Solid Waste Business Manager and Scalehouse Attendants.
Collectively, they have notified tire merchants that facsimile signatures will not be accepted on
tire forms. Additionally, they will no longer fax forms between the scalehouse and
administration for filing. I will follow-up periodically to make sure we are following the
corrected procedures.
3. Please continue to monitor these (repair) areas (with insufficient groundcover), repair any erosion that
occurs, and establish a groundcover when conditions become favorable.
Repair and developed areas constantly monitored for reels and washes. We are still about a
month away from the Fall seeding season, at which time bare areas will be filled as needed;
walked-in; and hydro-seeded in order to establish vegetative cover. Any bare areas that erode
to the point that waste is exposed will be repaired immediately.
4. Please cover the exposed anchor trench and establish vegetative cover.
Additional soil has been applied and graded in subject area. Area will be seeded during the
Fall seeding period. (See Attachment 1: Photo 2)

5. Please update the Operations Plan it include shingle recycling.
In conjunction with this letter, I am submitting a letter of request for a modification to the
Operations Plan, and a red-line copy of the current Operations Plan demonstrating the changes
requested to Mr. Allen Gaither; Regional Engineer.(See Attachments 2 & 3)
6. All unacceptable material must be removed (from yard waste area) at the end of each working day.
Landfill staff are vigilant with regards to removal of non-vegetative non-clean wood waste
debris from the Yard Waste area. Contaminants are screened for routinely throughout the day.
Unacceptable items discovered are removed to a waste container at the area or directly to the
landfill prior to “pushing-up” the yard waste into the grinding pile.
7. Please contact Allen Gaither, Environmental Engineer for approval of this activity (stockpiling soil
removed from abandoned agricultural lagoon on Phase I).
We have decided against the placement of this material on Phase I, as you and I had discussed
during the landfill audit. It appears that there is sufficient storage capacity in one of the
stockpile areas listed on the current Site Plan in the Permit to Construct Phase III, Cell 1.
Should this situation change, Mr. Gaither will be consulted and required documentation will be
submitted to him prior to any stockpiling of materials on Cell I.
8. On-site comment: Please remove excess vegetation from around edge of waste markers so they can be
clearly seen.
Landfill collar has been trimmed above the anchor trench and around edge of waste markers.
