Dear Mr. King:

Please find enclosed the Permit to Construct and Operate for the Shotwell Landfill Recycling
Center, located at the Shotwell C&D Landfill. The expiration date for the permit is August 24,
2021.

In general, the new facility permit does not reiterate permit conditions which are included in the
Solid Waste Management Rules, 15A NCAC 13B, nor does it restate specific conditions which
are included within the approved plans, such as site specific operations. Please review the
conditions of the permit carefully.

The stamped approved permit application, as well as other site documents, can be viewed and
