ADDITIONAL COMMENTS: 1) This Facility is a closed MSW Landfill. 2) The site is secured by a locked gate at the facility entrance. 3) The Facility access road is of all-weather construction and is being well maintained at this time. 4) This Facility manages landfill gas through a passive venting system. 5) Edge-of-waste markers have been installed at the corners of the disposal footprint and are being maintained as required. 6) Leachate is collected through a French drain system into a sump and pumped to the Coastal Environmental Partnership MSW Landfill, permit #25-09 leachate management lagoon for treatment. Plans are underway for FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 2503_INSP_20160822 Page 2 of 3 the installation of a force main system which will pump all collected leachate directly to the City of New Bern Wastewater Treatment Plant. 7) Overall this facility has a well-established and maintained cover crop of native warm season grasses. The cover crop is mowed twice per year. *The cover crop is in need of mowing. Plans need to be underway for mowing the cover crop. 8) Soil has been brought on site and is being staged for use in settlement and cap repair projects. Two soil stockpiles are being maintained; one stockpile on the lower lift and one stockpile on the uppermost lift. 9) Some of the areas of differential settlement that were observed in the previous Facility Compliance Inspection (please see 2503-20150130INSP) have been repaired. However, several areas around the landfill still remain which are restricting the positive flow of surface waters from the landfill during and following rain events. *As per our conversation, please fill and grade these areas to promote positive drainage of all surface waters away from the landfill. All filled areas should be graded at a slope not greater than 3:1 and seeded and mulched to establish a cover crop suitable to prevent erosion of your landfill cap system. 10) Some areas of erosion were observed in various places along the eastern sideslope. The majority of these areas was located approximately midway down the length of the sideslope near the toe of the slope. *Please fill and grade these areas at a slope not greater than 3:1. After grading, all repaired areas should be seeded and mulched to establish a groundcover suitable to protect your landfill cap system. 11) No off-site erosion was observed during this Facility Compliance Inspection. 12) The stormwater management basin was clear of excessive brush and is being maintained in overall good condition. 13) The Facility monitoring wells were observed during this Facility Compliance Inspection. All wells were readily accessible, properly labeled, and secured with functioning locks. 14) All environmental monitoring is being conducted by Environment One, Inc of Greenville, NC. All monitoring records are maintained at the Solid Waste Director’s Office. These records were in order and presented for review during this Facility Compliance Inspection. 15) No violations were observed during this Facility Compliance Inspection. 16) *Continued corrective measures are required as a result of this Facility Compliance Inspection.
