The facility is a Small, Type 3 Solid Waste Compost (SWC) Facility. It produces compost from the following feedstocks: animal manure, animal bedding, non-meat food waste, and yard waste. The following may also be added to the compost mix per the facility operations plan: paper, cardboard, and the compost site sediment basin dredged soil. 2. Material composted is received from the North Carolina Zoo. 3. The facility is not accessible to the public. It is operated weekdays from 7:00 am to 4:00 pm. 4. The facility permit and operations plan were discussed. 5. The compost created is used at the North Carolina Zoo in public areas and at animal exhibits. 6. Incoming material is stored in a pile until enough is obtained to create a windrow. A new windrow is generally formed monthly. 7. Material received is recorded in logbooks located at the compost site that correspond to where the material was obtained from on the property, as follows: Commissary, North Woods (North American exhibit area), Rocky Coast/Cypress Swamp (polar bear, seal, alligator, and mountain lion exhibit areas), Kids Zone, ZOG (zebra, ostrich, and giraffe exhibit areas), Elephant exhibit, Grasslands exhibit, Horticulture area, Sodexo (restaurants), the Arbor, and the Aviary. 8. The active compost area consists of small windrows. Commonly, there is one receiving pile and five or six windrows. 9. The windrows are rotated from the front of the active compost area to the rear when turned. 10. The windrow composting method requires that temperature data is recorded for at least 15 days maintained at > 131° F. The windrow shall be turned at least 5 times during the high temperature period. 11. Windrow temperatures are obtained soon after [windrow] construction. The temperatures are recorded throughout the high temperature period and continue to be recorded until 120° F is routinely attained. 12. The facility maintains windrow temperature records. Records were verified for windrow temperatures obtained during November 2015 and January 2016. The records document that the windrows were turned five times during the high temperature period. 13. The facility considers active composting to be complete in ~ 4 months. Cured compost is obtained in ~ 8 months or an additional 4 months. 14. Material to be cured is brought to the compost storage area located at the opposite side of the facility. Cured compost is stockpiled for ~ 6 months prior to use. 15. The facility annual report (FAR) was received by the SWS dated July 18, 2016. Material received for July 2015 through June 2016 is 1,809 tons. The amount of compost created is 535 tons, the amount used on site is 91 tons, and the amount stockpiled is 444 tons. 16. Compost shall be analyzed at intervals of every 20,000 tons or every six months, whichever comes first. 17. Manmade inerts testing was conducted on December 28, 2015 and June 30, 2016. 18. Metals concentration testing is conducted by the North Carolina Department of Agriculture & Consumer Services - Agronomic Services Division. Records reviewed for December 2015 and June 2016 indicate concentrations below limits. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility conducted compost temperature probe calibration/check on January 11, 2016 and July 14, 2016. 20. Pathogen analysis is conducted by Antech Diagnostics. Records were reviewed for December 2015 and June 2016. The facility conducted an additional pathogen test on August 2, 2016 to ensure the appropriate test method is used. 21. The facility shall be maintained to prevent the accumulation of stormwater and leachate on composting areas, storage areas, and roads. 22. The sediment basin has a non-discharge pump piped to the City of Asheboro Wastewater Treatment Plant. 23. The sediment basin has a riser pipe that drains to an adjacent spillway. The non-discharge pump continually maintains the sediment basin freeboard [at 24” below the riser pipe]. 24. Fire lanes are maintained. 25. The facility is secured by a locked gate. 26. Access roads are of all-weather construction. 27. The facility sign should include: facility name, permit number (76-04 SWC), contact information, and other pertinent information. 28. The PTO expiration date is June 23, 2020. 29. The PTO renewal application shall be submitted to the SWS by February 23, 2020.
