Leasor, Assistant District Manager Teresa Bradford, NCDEQ-Solid Waste Section N: 34.99932 W: -80.16875 Kim Sue, NCDEQ-Solid Waste Section FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section ADDITIONAL COMMENTS The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. OBSERVED VIOLATIONS: 1.The facility consists of a MSWLF,yard waste treatment and processing area,a scrap tire collection area and a drop-off convenience area for residential waste. 2.The facility is permitted to receive solid waste generated within the States of North Carolina and South Carolina,consistant with the local government waste management plan and with the franchise approved by the Anson County Board of Commissioners. 3.Proper signage was observed at the entrance of the facility. Operations Inspection of the MSWLF: 4.The facility is currently working in Phase 2,Cell 2C-South. 5.The facility currently receives approximately 1800-2000 tons per day. 6.The active working face was well controlled. 7.No unacceptable waste was observed. 8.Take measures to ensure that additional soil cover is applied on the northern slope of the landfill. 9.Two leachate seeps were observed on the northeast side slope of the landfill. 10.The solidication pit was observed.No issues were observed. 11.The facility is approved for the use of petroleum contaminated soil,auto shredded fluff and seaboard solids as alternative cover material. 12.Edge of waste markers were visible and being maintained. 13.Access roads were well maintained. 14.Monitoring wells 2,4S and 4D were observed to be labeled and free of sediment and vegetation around the concrete pad. 15.Leachate recirculation is not being conducted at this time. Inspection of the Leachate Tank Area: 16.A visual inspection of the two 250,000 gallon leachate tanks found that the tanks and the secondary containment were being maintained properly. 17.Leachate levels were observed to be 17 feet and 0 feet. 18.The leachate is pumped from the leachate tanks to the Anson County WWTP via a force main. Operations Inspection of the Scrap Tire Collection Area: 21.All tires were being collected in covered trailers and were being stored properly.
