Avery County Closed MSW Landfill April 2016 Semi-Annual Report June 2016 Page 1 1.0 INTRODUCTION Avery County is required to submit semi-annual groundwater monitoring reports for the Closed unlined MSW landfill (permit # 06-01) in accordance with Solid Waste Section Rule 15A NCAC 13B. This report, prepared by Smith Gardner, Inc (S+G), presents the semi-annual sampling for the event conducted on April 19&20, 2016. The groundwater monitoring network for the closed unlined MSW landfill includes three groundwater monitoring wells and two surface water monitoring locations. This report includes field procedure summaries, laboratory analyses and groundwater characterization for the closed MSW facility. 2.0 SITE GEOLOGY The Avery County Closed MSW Landfill is located in the North Carolina Blue Ridge province, along the eastern limb of the Blue Ridge anticlinorium. Published geologic mapping1 places the site approximately twelve miles west of the Brevard Zone (measured perpendicular to strike), which is the boundary of the Blue Ridge Belt and the Piedmont. The principal geologic units mapped in the immediate vicinity of the site include a mix of metamorphosed sedimentary and igneous rocks – termed paragneiss and orthogneiss, respectively – interlayered with contemporaneous schist, phyllite, and marble, later injected with various granitic intrusions, including plutons, pegmatites, and hydrothermal veins. Regional metamorphic grades in the region include kyanite-grade (high grade) and retrograde chlorite-biotite metamorphism (low grade). 3.0 SAMPLING PROCEDURES S+G personnel performed this sampling event that involved collecting samples from three groundwater wells (MW-1, MW-2 and MW-3) and two surface water locations (SW-1 and SW-2). Upgradient groundwater well (MW-3) was able to be sampled despite a deflection in the pipe. No boring logs for these monitoring wells could be located in a NCDEQ file search. Sampling methods followed the protocol outlined in the North Carolina Water Quality Monitoring Guidance Document for Solid Waste Facilities2. The depth to water in each well was gauged prior to purging and sampling. Samples were collected using new factory sealed Teflon bailers and placed in laboratory prepared containers for the specified analytical procedures. Water table elevations and available construction details are presented in Table 1. 4.0 FIELD AND LABORATORY DATA 4.1 Field Measurements Following purging, field parameters for temperature, pH, turbidity and specific conductance were measured and recorded at each sampling location. These results are summarized in Table 2. In general these measurements were consistent with data from previous events. 4.2 Laboratory Analysis Ground and surface water samples were transported to Shealy Environmental Services, Inc. (Columbia, SC3) where they were analyzed for Appendix I metals and volatile organic compounds (VOC) via the SWS approved EPA Test Method presented in the laboratory report. Samples were transported under proper chain of custody. The laboratory report is attached for your review as Appendix A. 4.3 Laboratory Results No inorganic constituents were detected above the 2L Standard for this event. Only cobalt in the sample from MW-1 was detected above the GWP Standard. No organic constituents were detected above the 2L Standard in this event. Only arsenic in the sample collected from upgradient surface water location SW-1 was detected at a concentration above the 2B Standard for Class C Waters. Laboratory results are presented in Table 3. 5.0 GROUNDWATER CHARACTERIZATION A potentiometric surface map was prepared from groundwater data from this sampling event. The general groundwater flow is toward the southeast across the site toward Brushy Creek. Hydraulic conductivity data was not available for these wells so groundwater velocities could not be calculated. The potentiometric surface map is included as Figure 1. 6.0 CONCLUSIONS Laboratory results indicate the water quality at the Avery County Closed unlined MSW Landfill is generally consistent with historically reported results. Arsenic detection in SW-1 is likely naturally occurring due to its presence in soils in this portion of North Carolina. The next groundwater monitoring event is scheduled for September 2016. A report summarizing that event will be submitted to NCDEQ with laboratory analyses. This page intentionally left blank.
