STATUS OF PERMIT:
The Permit to Operate a Large Type 3 Solid Waste Compost Facility was issued on November 24, 2015 and shall expire
on November 17, 2019.
PURPOSE OF SITE VISIT:
Comprehensive Inspection, Odor Investigation

None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is permitted as a large, Type 3 Solid Waste Compost Facility. This is the first inspection of the
facility.
2. Proper signage was observed at the entrance to the facility.
3. All access roads were in good operational condition.
4. The 100-foot buffer is being maintained between the onsite well and compost areas.
5. No unacceptable waste was observed in the pit area for incoming materials.
6. It appears windrows were being maintained at/near the approved size as stated in the approved operations plan.
No leachate or surface water was observed around the windrows and roadways.
7. Effective vector control measures have been implemented to reduce the potential for vector attraction.
8. The facility if being operated and maintained with sufficient dust control measures to minimize airborne
emissions to prevent dust from becoming a nuisance or safety hazard.
9. The facility utilizes a meter that captures both temperature and oxygen levels in the compost windrows.
10. An odor investigation was conducted of the surrounding neighborhoods of Wallace Farms prior to inspection of
the facility and after completion of the inspection. Weather conditions: slight breeze, mid 70’s and partly
sunny. A slight wooden earthen compost smell was observed at the lowest road elevation on US Hwy 158
between Brix Ln. and Pinebrook School Rd. at approximately 9:30 a.m. No odor was observed at this location
during the follow-up drive by at approximately 11:30 a.m. with Eric Wallace and Dean Lentz. Wallace Farm
staff have developed an odor complaint form that is filled out as odor complaints are reported. A mobile device
application has also been created and is loaded on Dean Lentz’s cell phone for him to record odor complaints in
the field. They are monitoring wind direction to determine the appropriate time to turn the windrows. Wallace
Farm has also moved a spreader from the Huntersville Facility to help staff in covering tops and upper half of
windrows with finished compost.
11. No odors were detected at the following locations between 9:30 a.m. to 10:15 a.m.

12. Records Reviewed:
Please ensure that the current permit and approved operations plan is readily available for review.
As stated in the approved operations plan in Section 3.3-Qaulity Assurance Plan, Wallace Farm will
test or obtain test data on incoming feedstocks annually to ensure that metals are below the Solid
Waste Standards as shown is Section .1407. Test data was available for review on the computer
and facility staff stated they would make records available in paper format for the next inspection.
As stated in the approved operations plan in Section 3.3-Qaulity Assurance Plan, composite
compost samples will be taken quarterly and compared to the standards shown in Table 4

(Quarterly monitoring for Class A compost requirements). Please commence composite sampling
in accordance with the approved operations plan although no compost has been distributed to the
public, sampling must still be performed in order to comply with the approved operations plan.
Complaint records were reviewed and facility staff are addressing all complaints received.
Temperature logs reviewed from 11-3-15 to current. Temperatures appeared to be maintained at or
above the required temperature.
Tonnage records were reviewed.
