On April 6, 2016, groundwater and surface water samples were collected in accordance with the Water Quality Monitoring Plan. Table 4 provides a summary of groundwater field and analytical results. Table 6 provides a summary of surface water field and analytical results. Table 7 provides a summary of leachate field and analytical results. Duke Energy personnel sample designated groundwater and surface water locations at the Rogers Energy Complex CCP Landfill semi-annually during April and October. The next landfill monitoring event is planned for October 2016 with a report of monitoring results to follow. The station is owned and operated by Duke Energy Carolinas, LLC (Duke Energy) and generates electricity by combustion of coal. The Coal Combustion Products (CCP) Landfill, Phase I, was constructed with an engineered liner system and permitted to receive fly ash, bottom ash, boiler slag, mill rejects, flue gas desulfurization sludge, gypsum, leachate basin sludge, non-hazardous sandblast material, limestone, ball mill rejects, coal, carbon, sulfur pellets, cation and anion resins, sediment from sumps, and cooling tower sludge under North Carolina Department of Environmental Quality (NCDEQ) Solid Waste Permit No. 8106. Waste was first placed into the landfill on October 24, 2010. The CCP landfill is located southwest of the Rogers Energy Complex on Duke Energy property and is situated completely within Rutherford County. The CCP landfill is northeast of the intersection of Old U.S. Highway 221A and Ballenger Road (Figure 1). Phase I of the CCP landfill has a footprint of approximately 23 acres. The monitoring system for Phase I of the landfill consists of nine groundwater monitoring wells, two surface water sample locations, and one leachate sampling location as listed below. Construction of Phase II was completed in early 2016 and has a footprint of approximately 15 acres. The monitoring plan for this phase has been approved by the Solid Waste Section. Operational approval occurred after the sampling event discussed in this report, so the data from the Phase II sampling locations will not be discussed or presented. This is discussed in more detail in section 3.2. Monitoring Wells: CCPMW-1S CCPMW-1D CCPMW-2S CCPMW-2D CCPMW-3S CCPMW-3D CCPTW-1S CCPTW-1D CCPTW-2 Surface Water: CCPSW-1 CCPSW-2 Leachate Sample: CCP-Leachate The groundwater monitoring wells, surface water sample locations, and leachate sample locations are shown on Figure 2. Wells with a “D” designation (e.g., CCPMW-1D) are deep wells that were installed with the well screen below auger refusal. Wells with an “S” designation or no designation (e.g., CCPTW-2) are shallow wells that were installed with the well screen above auger refusal. Well construction information is presented in Table 1. The leachate sample is Duke Energy Carolinas, LLC | Semiannual Groundwater Monitoring Report Rogers Energy Complex, CCP Landfill, Phase I, Permit No.8106 April 2016 Sampling Event Section 1 – Background 2 collected at the inlet to the leachate basin instead of the sampling port next to the landfill. The sample port at the edge of the landfill was getting clogged with silt between sampling events. There is not a good location to flush the sampling port out so it was decided to collect a sample where the leachate enters the leachate basin. The inlet to the leachate basin is high on the bank so the sample represents the leachate entering the concrete basin. The leachate basin is located on the southeast side of the landfill. As is typical in the Piedmont region, groundwater at the landfill site occurs within the residuum, saprolite, partially weathered rock, and fractured bedrock. Groundwater generally flows from regions of higher topography to regions of lower topography. The highest topographic area at the landfill site is along the western edge of the landfill. Monitoring wells CCPMW-1S and CCPMW-1D are considered by the Water Quality Monitoring Plan as background wells for the landfill.1 Two drainage features are located in close proximity to the CCP landfill: one to the northwest and one to the southeast. Based on the generalized groundwater surface contours developed using the groundwater elevations measured in the shallow wells (Figure 3), the expected groundwater discharge area for the landfill is to Suck Creek, located southeast of the landfill. Duke Energy Carolinas, LLC | Semiannual Groundwater Monitoring Report Rogers Energy Complex, CCP Landfill, Phase I, Permit No.8106 April 2016 Sampling Event Section 2 – Methods 3 Section 2 – Methods 2.1 Sampling and Analysis Methods Groundwater, surface water, and leachate sampling, as well as documentation of sampling activities were performed by Duke Energy personnel (Duke Energy Carolinas Field Certification #5193). Copies of the field sampling forms are included in Appendix A. The parameters and constituents reported were analyzed by Duke Energy Analytical Laboratory (North Carolina Laboratory Certification #248). Samples were analyzed for the following constituents:2  Barium, boron, copper, iron, manganese, silver, and zinc using Solid Waste (SW) Method 6010D  Arsenic, cadmium, chromium, lead, nickel, and selenium using SW Method 6020B  Mercury using Environmental Protection Agency (EPA) Method 7470A  Chloride, fluoride, nitrate as nitrogen, and sulfate using EPA Method 9056A  Total dissolved solids using Standard Method (SM) 2540C Surface water sample locations CCPSW-1 and CCPSW-2 were also field filtered using a 0.45 micron in-line filter and dissolved analysis performed for the following constituents:  Cadmium, chromium, copper, lead, nickel, and silver using SW Method 6020B  Zinc using SW Method 6010D 2.2 Statement of Work HDR completed the following tasks:  Received field sampling information provided by Duke Energy (performed by Duke Energy personnel) for monitoring wells CCPMW-1S, CCPMW-1D, CCPMW-2S, CCPMW-2D, CCPMW-3S, CCPMW-3D, CCPTW-1S, CCPTW-1D, and CCPTW-2. Data was also received for surface water sample locations CCPSW-1 and CCPSW-2 and for leachate sampling location CCP-Leachate. The samples were collected on April 6, 2016, and HDR received the data on May 4, 2016.  Reviewed the laboratory analytical results for samples. The Electronic Data Deliverable (EDDs) provided by Duke Energy were adapted to conform to the format requirements of the NCDEQ EDD template. In the EDDs, HDR added an italicized J’ data qualifier (J’) to 2 Samples were analyzed for constituents listed in Table 4.2 of the Water Quality Monitoring Plan submitted for the Permit to Construct Application for Phase II of the Landfill. Duke Energy Carolinas, LLC | Semiannual Groundwater Monitoring Report Rogers Energy Complex, CCP Landfill, Phase I, Permit No.8106 April 2016 Sampling Event Section 2 – Methods 4 indicate a detected concentration that equals or is greater than the laboratory’s method reporting limit (MRL), but less than the Solid Waste Section Limit3 (SWSL), and retained the laboratory-supplied qualifier J to indicate values that equal or are greater than the laboratory’s method detection limit (MDL) but are less than the MRL. Copies of the original EDDs are retained in HDR’s files.  Developed a generalized groundwater surface contour map using map data and groundwater elevation data supplied by Duke Energy. Calculated groundwater flow velocities are based on groundwater surface contours.  Prepared and submitted this Semiannual Groundwater Monitoring Report to Duke Energy. 3 The Solid Waste Section Limit (SWSL) is defined by NCDEQ as the lowest amount of analyte in a sample that can be quantitatively determined with suitable precision and accuracy. The SWSL is the concentration below which reported results must be qualified as estimated. NCDEQ Division of Waste Management Memorandum dated February 23, 2007. Duke Energy Carolinas, LLC | Semiannual Groundwater Monitoring Report Rogers Energy Complex, CCP Landfill, Phase I, Permit No.8106 April 2016 Sampling Event Section 3 - Results 5 Section 3 - Results 3.1 Site Groundwater Flow Generalized groundwater surface contours and groundwater flow direction arrows for the site are shown on Figure 3. These contours were developed using the measured groundwater elevations in the shallow wells on the date of sampling. Calculated groundwater flow velocities are presented on Table 2. Groundwater at the site generally flows from the northwest near CCPMW-1S to the southeast toward Suck Creek. 3.2 Analytical Results A summary of the field data is presented in Table 3. The groundwater sampling field and analytical results are summarized in Table 4. The groundwater analytical results for the semiannual constituents are compared to the groundwater standards found in Title 15A NCAC 02L .0202 (g) (2L Standards). Concentrations with values that attain or exceed the 2L Standards are noted in Table 4 by bold font. A summary of the groundwater analytical results that attain or exceed the 2L Standards and a preliminary analysis of the cause and significance of the exceedances are presented in Table 5. Surface water sample locations CCPSW-1 and CCPSW-2 are located on Suck Creek. As a result, the field and analytical results for these two locations are compared to Title 15A NCAC Subchapter 2B Standards (2B Standards) for Class WS-IV surface water. The field and analytical results for surface water sampling are summarized in Table 6. Analytical results from monitoring wells CCPMW-4, CCPMW-5, and CCPMW-6S/D are included in the EDD associated with this report. These monitoring wells are part of the newly completed Phase II of the Rogers Energy Complex CCP Landfill, approved by SWS subsequent to the sampling event. The results from these wells are not included in this semiannual groundwater monitoring report but will be included in a subsequent report. The MDL was greater than the respective 2B Standard for silver. The MDL for silver was below the corresponding SWSL as required in the February 23, 2007, NCDEQ memo. This constituent was not detected above the MDL in the analyzed samples and is not considered to exceed the 2B Standard. The field and analytical results for leachate sampling are summarized in Table 7. Concentrations with values that equal or are greater than the SWSLs are noted in Tables 4, 6, and 7 by gray-shaded cells. Specifics regarding the samples that were diluted, including the dilution factor, are reported in the EDD. The laboratory report and chain-of-custody forms can be found in Appendix B.
