Dear Mr.Helton:

Please find the enclosed permit to operate and approved application for the U.S. Tire Recycling Partners
LP landfill (Permit No. 1303-TIRELF-1988) which approves the continued operation of the facility.

In general, the facility permit does not reiterate the Solid Waste Management Rules, 15A NCAC 13B, nor
does it restate specific conditions which are included within the approved plan. Please review the
conditions of the permit thoroughly.

The permit expires September 8, 2016, based on the current franchise ordinance of the City of Concord
(City). A request to modify the expiration date or a request to convert the permit to a life-of-site permit
may be made based on an extension of the franchise by the City and submission in accordance with the
Solid Waste Management Rules.
