Environmental Engineer II NCDEQ allen.gaither@ncdenr.gov Summary Letter of Proposed Subsurface Exploration Plan New Transfer Station Asheville, North Carolina KEG Project No. JA16-3071-01 Mr. Gaither: Kessel Engineering Group, PLLC (KEG) is pleased to submit this summary letter of proposed subsurface exploration plan for the proposed new transfer station adjacent to the existing old land fill in Asheville, North Carolina. The purpose of this exploration is to determine general subsurface conditions at the site and to provide geotechnical recommendations for foundation design and site preparation. PROPOSED SUBSURFAE EXPLORATION PLAN We propose to perform a series of eleven (11) soil test borings (ASTM D1586) at the approximate locations on the attached Figure 1: Proposed Boring Location Plan. A track-mounted drill rig will be mobilized to the project site to access the proposed drilling locations. Soil tests borings will extend to depths of approximately 20 to 40 feet below the existing ground surface. One boring will extend to a depth of 50 feet beneath the existing ground surface in order to provide information for seismic site classification of the site. The assessment of site environmental conditions for the presence of pollutants in the soil, rock, or groundwater of the site is beyond the scope of this exploration. The following plan is in place to mitigate the potential for release of waste materials into the surrounding environment: 1.) At the completion of drilling, the boreholes will be backfilled with the soil cuttings brought to the surface by the augers. 2.) If buried trash or waste materials are brought up by the augers during drilling, these materials will be disposed of in the current county landfill through the existing transfer station. This work will be coordinated with Buncombe County Solid Waste division as required. The top two feet of each borehole will be backfilled with clean soil that does not contain trash. 3.) Assistance provided by a dozer will be required in order for the drill rig to access the existing slopes, and small benches may have to be excavated into the existing slopes in order to provide relatively level platforms for the drill rig to set up. Assistance provided by the dozer is anticipated at borings identified as numbers 1 to 6 on the attached Figure 1. Based on information provided by others and our site observations, we do not anticipate that buried waste is located in the areas where the dozer will be required. However, if buried waste is encountered by the dozer, dozing will immediately be halted, and an alternative route will be determined to access proposed boring locations. Exposed trash or waste materials will be disposed of in the current county landfill through the existing transfer station, and the area exposed by the dozer will be capped with two feet of clean soil that does not contain trash.
