Laboratory Report and Chain-of-Custody Forms Duke Energy Progress, Inc. | Semiannual Groundwater Monitoring ReportMayo Electric Generating Plant – Coal Combustion Products Monofill Phase 1November 2015 Sampling EventSECTION 1 - BACKGROUND 1 Section 1 - Background The 727-megawatt (MW) Mayo Electric Generating Plant (station) is located at 10660 Boston Road, Roxboro, Person County, North Carolina. The station is owned and operated by Duke Energy Progress (Duke Energy) and generates electricity by combustion of coal. The landfill, Mayo Electric Generating Plant, Coal Combustion Products (CCP) Monofill, Phase 1, is located to the northwest of the station. The landfill accepts fly ash, bottom ash, flue gas desulfurization (FGD) by-products, and other by-products from coal combustion associated with power generation at the station under North Carolina Department of Environmental Quality (NCDEQ) Solid Waste Permit No. 7305. NCDEQ issued the Permit to Construct for the monofill on July 19, 2012. The permit to operate (PTO) was issued on July 10, 2014, and waste placement began on November 7, 2014. As described in the Water Quality Monitoring Plan (WQMP), the monofill is located within the Piedmont physiographic province.1 The Piedmont physiographic province is comprised of several geologic belts with areas of similar rock types and geologic history. The monofill is located within the Milton Belt which includes metamorphosed volcanic and sedimentary rocks. According to the WQMP, during the field investigation for the monofill Design Hydrogeologic Report, three hydrogeologic units were identified on site: saprolite, partially weathered rock (PWR), and bedrock. Groundwater was generally not encountered in the saprolite unit. Groundwater was encountered in the PWR unit over much of the monofill site. The bedrock hydrogeologic unit is continuous across the monofill site. The monofill site is located on an upland area with surface water drainage features that discharge to the east and northeast into Bowe’s Branch, a tributary of the Hyco River. The surface water features to the west of the monofill site drain to the northwest to an un-named tributary of Bowe’s Branch. The 104-acre disposal facility will be developed in 11 phases with Phase 1 encompassing approximately 31 acres. The monofill location and nearby area are presented on Figure 1. Duke Energy Progress, Inc. | Semiannual Groundwater Monitoring ReportMayo Electric Generating Plant – Coal Combustion Products Monofill Phase 1November 2015 Sampling EventSECTION 1 - BACKGROUND 2 As described in the WQMP, the monitoring system for the Phase 1 portion of the monofill consists of the following: Monitoring Wells: MW-1 MW-2 MW-3 MW-4 MW-5 Surface Water Sample Locations: SW-1 SW-2 SW-3 Leachate Sample Locations: L-1 L-2 The monitoring wells, surface water sampling locations, and leachate sampling location L-1 are depicted on Figure 2. According to the WQMP, MW-1 serves as a background water quality monitoring well and is located upgradient of the monofill. The WQMP states the monitoring network is designed to monitor for releases to the uppermost aquifer at the monofill. The wells were installed with screen lengths ranging from 10 feet to 20 feet in length. Table 1 presents well construction information for the landfill monitoring wells. Surface water sampling location SW-1 is located on an un-named perennial stream (tributary of Bowes Branch) and is southwest of Phase 1. SW-1 is located upstream of where groundwater from the Phase 1 region would discharge into the unnamed tributary of Bowes Branch. Surface water sampling location SW-2 is located on Bowes Branch to the east of the Phase 1 monofill. Surface water sampling location SW-3 is located on Bowes Branch downstream from SW-1 and SW-2. The surface water flow on Figure 2 is generally from the south to the north. Leachate sample L-1 is collected from the facility’s leachate tanks located to the west of the Phase 1 monofill. The leachate sample is collected from an inline sampling valve linked to each of the three leachate tanks; therefore, the sample is considered a composite leachate sample. The facility has the ability to direct leachate through a force main to the National Pollutant Discharge Elimination System (NPDES) permitted scrubber blowdown pond located on the east side of NC Highway 501. Should the facility have no leachate in the leachate tank system and be diverting leachate from the monofill to the scrubber blowdown pond, the leachate sample will be collected from the end of the pipe at the scrubber blowdown pond. If the leachate sample is collected from this location, it will be identified as L-2. Duke Energy Progress, Inc. | Semiannual Groundwater Monitoring ReportMayo Electric Generating Plant – Coal Combustion Products Monofill Phase 1November 2015 Sampling EventSECTION 2 - METHODS 3 Section 2 - Methods 2.1 Sampling and Analysis Methods The collection of samples and documentation of sampling was performed by SynTerra Corporation (SynTerra) personnel (SynTerra Field Certification #5591) according to the North Carolina Solid Waste Management Guidelines. Copies of the field sampling forms are included in Appendix A. The parameters and constituents reported were selected by Duke Energy and the NCDEQ Division of Solid Waste and were analyzed by Duke Energy Analytical Laboratory (North Carolina Laboratory Certification #248). The laboratory report and chain-of-custody forms are included in Appendix B. The groundwater and surface water samples were analyzed for the following constituents:  Barium, boron, chromium, copper, iron, manganese, nickel, silver, and zinc using U.S. Environmental Protection Agency (EPA) Method 200.7  Arsenic, cadmium, lead, and selenium using EPA Method 200.8  Chloride, fluoride, nitrate (as nitrogen), and sulfate using EPA Method 300.0  Mercury using EPA Method 245.1  Total dissolved solids using Standard Method (SM) 2540C 2.2 Statement of Work HDR completed the following tasks:  Received November 2015 field sampling information provided by Duke Energy (performed by SynTerra personnel) for monitoring wells MW-1, MW-2, MW-3, MW-4, and MW-5. Data was also received for surface water sample locations SW-1, SW-2, and SW-3, and leachate sample “Leachate”. The samples were collected on November 3 and 4, 2015. HDR received the data on December 17, 2015.  Reviewed the laboratory analytical results for the samples listed above. The Electronic Data Deliverable (EDD) provided by Duke Energy was adapted to conform to the format requirements of the NCDEQ EDD template. HDR added an italicized J data qualifier (J’) to indicate a measured concentration that is equal to or greater than the laboratory’s method reporting limit (MRL) but less than the Solid Waste Section Limit2 (SWSL). A copy of the original EDD is retained in HDR’s files. 2 The Solid Waste Section Limit (SWSL) is defined by NCDEQ as the lowest amount of analyte in a sample that can be quantitatively determined with suitable precision and accuracy. The SWSL is the concentration below which reported results must be qualified as estimated. NCDEQ Division of Waste Management Memorandum dated February 23, 2007. Duke Energy Progress, Inc. | Semiannual Groundwater Monitoring ReportMayo Electric Generating Plant – Coal Combustion Products Monofill Phase 1November 2015 Sampling EventSECTION 3 - RESULTS 5 Section 3 - Results 3.1 Site Groundwater Flow Generalized groundwater surface contours and groundwater flow direction arrows for the site are shown on Figure 3. These contours were developed using the groundwater elevations measured on the date of sampling. Calculated flow velocities are presented in Table 2. Groundwater flow in the shallow aquifer beneath the Phase 1 footprint is from the areas of higher topography located along the central and western portion of the Phase 1 footprint generally towards the reach of Bowes Branch located along the eastern boundary of the monofill. 3.2 Analytical Results The measured field data parameters are presented in Table 3. The field and analytical results of groundwater samples collected from the monitoring wells are presented in Table 4. The analytical results for these samples are compared to the groundwater standards established in Title 15A NCAC 02L .0202 (g) (2L Standards). Concentrations that attain or exceed the 2L Standards are noted in Table 4 by bold font. A summary of the field and analytical results that attain or exceed the 2L Standards and a preliminary analysis of the cause and significance of the exceedances are presented in Table 5. The high chromium reading of 160 µg/L has been verified by the Duke Energy Analytical Laboratory. A copy of the email conversation confirming the verification is retained in HDR’s files. Surface water sample location SW-1 is located on an un-named perennial stream (tributary of Bowes Branch) and surface water sampling locations SW-2 and SW-3 are located on Bowes Branch. Bowes Branch is classified by the NCDEQ Division of Water Quality as a Class C water body. As a result, the field and analytical results from these locations are compared to Title 15A NCAC Subchapter 2B Standards (2B Standards) for Class C waters. The field and analytical results for the surface water samples are summarized in Table 6. Surface water samples were inadvertently not field-filtered nor where they analyzed for their dissolved fraction results during the November 2015 sampling event. Sampling for these parameters will be performed during the next sampling event. Several of the surface water constituents have standards for the dissolved fraction of metals (15A NCAC 02B .0211 (11) effective January 1st, 2015). The total recoverable results for copper at SW-1 and for silver at SW-3 are greater than their respective dissolved fraction 2B Standards. The total recoverable results for these constituents are not considered to exceed of the 2B Standards at these locations. The field and analytical results for leachate sampling are summarized in Table 7. Concentrations with values that are equal to or greater than the SWSLs are noted in Tables 4, 6, and 7 by gray-shaded cells.
