Dear Ms. Walsh:

Please find enclosed the Permit to Operate for the Nature’s Green Releaf Compost Facility. The
expiration date for the permit is March 31, 2020. We understand that the compost facility is not
planned to be active at this time, but will be available to use as a backup to the company’s
anaerobic digester operation.

In general, the new facility permit does not reiterate permit conditions which are included in the
Solid Waste Management Rules, 15A NCAC 13B, nor does it restate specific conditions which
are included within the approved plans, such as site specific operations. Please review the
conditions of the permit carefully.

The stamped approved permit application, as well as other site documents, can be viewed and
downloaded from our online document database:
