STATUS OF PERMIT:
Active; Permit to Operate issued 28 November 2012, expires 5 March 2018. A complete permit review request
including updated facility, operations, and waste screening plans is due on or before 5 September 2017. This
application must comply with the rules and regulations for solid waste transfer facilities in effect at the time of the
application.
PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection without records review
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This is a Solid Waste Transfer Facility and is permitted to receive Solid Waste as defined in NCGS 130A-
290(a)(35).
2) Hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated
asbestos containing material as defined in 40 CFR 61, PCB waste as defined in 40 CFR 761, infectious waste,

animal carcasses, radioactive waste, septage, fluorescent and high-intensity discharged lamps,
ashes/incinerated residues, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f) are
prohibited from being accepted at this Facility.
3) All Municipal Solid Waste and Construction & Demolition Waste managed by this Facility is transferred to
the Coastal Regional Solid Waste Management Authority MSW Landfill, permit #25-09 in Tuscarora, North
Carolina for disposal.
4) This Facility is permitted to receive solid waste generated by and on Marine Corps Air Station Cherry Point
and all related ancillary Marine Facilities.
5) This Facility is not open to the public.
6) Daily operations at this Facility are performed by contract employees of BMaKK Incorporated.
7) The operating hours for this Facility are from 8:00 AM to 4:00 PM Monday through Friday. Ten Holidays are
observed: New Year’s Day, Martin Luther King Jr Day, Presidents’ Day, Memorial Day, Independence Day,
Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day.
8) A complete copy of the Facility Operations Plan is also maintained in the Environmental Affairs Department
and at the Transfer Facility.
9) A copy of the Facility Contingency Plan has been posted at the Transfer Station in an area readily accessible
by all Facility personnel.
10) Proper signage is posted at the entrance to the Transfer Station stating the Facility permit number, list of
banned materials, and the emergency contact number.
11) Site access and security are controlled by means of a locked gate at the Facility access on Roosevelt
Boulevard and at the Facility entrance on Mockingbird Road.
12) An adequate number of transfer trailers are maintained at the site to properly manage the volume of waste at
this Facility.
13) The access road is of all-weather construction and is well maintained at this time.
14) This Facility manages +/-20 tons of solid waste per day.
15) Access around the Facility is generally stable with a healthy cover crop of native warm season grasses
established to prevent erosion. Please continue to monitor and maintain this cover crop on all Facility slopes.
Small trees and other woody vegetation was observed growing on the Facility sideslopes. *Please remove all
small trees and woody vegetation and establish a mowing/maintenance schedule that prevents this type of
vegetative growth.
16) All wastes managed at this Facility are dumped directly into transfer trailers; MSW is dumped into a hopper,
which directs the waste into the MSW trailer, wood waste is loaded directly into a separate roll-off container.
17) A roll-off container is maintained on site for the management of recyclable metals.
18) This Facility screens all incoming waste for unpermitted materials with one screening event being recorded in
a log per day.
19) Fire extinguishers are maintained in the Facility transfer trucks and in the transfer station office. A hose bib
and water hose are also located at the transfer station adjacent to the loading area.
20) Any scattered or overflow materials found in the trailer loading area and any debris blown by the wind is
collected at the end of each workday and loaded into the transfer trailer.

21) Windblown debris was minimal and no windblown debris was noted as leaving the Facility during this
Facility Compliance Inspection. Windblown debris is being well managed at this time.
22) The trailer loading area appears well managed at this time.
23) This Facility, including the hopper, is washed down daily and throughout the day as needed.
24) All water used for maintenance at the Facility is managed as leachate.
25) Leachate is managed with an on-site oil water separator and is pumped to the MCAS Cherry Point Sewer
Treatment Plant by means of a pump station and force main.
26) The leachate collection drains were free of debris during this Facility Compliance Inspection.
27) The leachate collection and management system is well maintained and appears to be functioning as designed.
28) The bumper installed across the concrete loading bay to restrict leachate to the permitted collection area
appears to be functioning properly at this time.
29) No leachate was observed draining off of the concrete trailer loading pad during this Facility Compliance
Inspection.
30) No violations were observed during this Facility Compliance Inspection.
