PURPOSE OF SITE VISIT:
Comprehensive Compliance Inspection of a Large Type IV Compost Facility.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1 – This facility was issued a permit on March 04, 2010 and has expired on March 04, 2015. Tony Gallagher and Shawn
McKee were on this Comprehensive Compliance Inspection to gather information for the facilities permit renewal.
2 – Facility staff needs to screen the incoming pallets better. Some have small amounts of paint that should not be in the
compost stream.
3 – There are some areas of the pad that are starting to have cracks that need to be repaired.
4 – The Facility needs to have Quality Control for Trash. Some blowing trash was outside the pad.
5 – The Facility has a nice sign at the roadside. Need to add additional signage with the Permit Number, Types of
Waste that can and cannot be received & Directional signs for incoming waste. Be sure to state that No
Hazardous Waste, Asbestos containing Waste or Medical Waste can be received at this site.
6 – The Facilities records were in good order and had all required records available for this inspection.
7 – Need to add Initial cover on compost in operations plan.
8 – Overall, this compost facility was being operated very good.
