On behalf of Wilkes County, Joyce Engineering, Inc. (JOYCE) is submitting this
response to your April 21, 2016 Technical Review comments on the Permit Renewal Application
(DIN 25985). For your reference, your comment is repeated below in italicized print, with our
response provided in bold print.

Operations Plan
1. Rule .1625(b)(1)(F) states the operation drawings shall illustrate…buffer zones noting
restricted use. No buffers are shown on any of the operation plan drawings.

Operations Plan drawing (OP-01: Existing Conditions) was revised to illustrate the buffer
zones as required by Rule .1625(b)(1)(F). A copy of the revised OP-01 is attached.

Closure/Post-closure Plan
2. The Potential Assessment and Corrective Action (PACA) costs as required by N.C.G.S.
130A-295.2(h) were not included with the closure and post-closure cost estimates
provided.

PACA has been added to the Post-Closure Cost estimate according to NCGS 130A-
295.2(h).
