ADDITIONAL COMMENTS
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
OBSERVED VIOLATIONS:
-All photos were taken by Lee Hill on May 25,2016.
-The facility is owned,operated,and managed by Cherokee County.
-The service area for the facility is Cherokee,Clay,Graham and Swain Counties.However,at this time the facility only accepts waste generated in
Cherokee County.
-The facility is open to the public Monday through Friday 7:30am to 4:00pm and from 7:30am to 12:00 pm on Saturday.
-Cherokee County operates seven manned convenience sites throughout the county and hours at these sites vary from day to day.
-New signage at the entrance to the facility has recently been installed.It appears the wording that "No hazardous or liquid waste can be received."
was omitted from the new sign.**Per 15A NCAC 13B .1626(6)(f)please add this wording to the signage at the entrance to the facility.**
Records Review
-The current operations plan and permit were available for review upon request.
-Scrap tire forms from April 5,2016 to present were reviewed.The forms appeared to be filled out correctly.Please note that all scrap tire forms
must have an original signature.Photocopied signatures are not allowed.
-Waste screening forms from January 6,2016 to May 23,2016 were reviewed.It appears the facility conducts approximately four waste screenings,
one day per week.Waste screenings appear to be performed with good frequency and show the final disposition of any unacceptable material.
-Groundwater monitoring reports for February 2014,August 2014,and March 2015 were available for review.All reports had exceedences reported
above the 2L standard.
-Leachate testing is being conducted concurrent with groundwater sampling.
-Methane monitoring is being conducted on a quarterly basis and records were available for review.Municipal Engineering Services conducts most of
the methane monitoring at the facility.If an associate from Municipal Engineering Services is unavailable,facility staff conducts the methane testing.
No exceedences were noted.
-Methane monitoring was conducted on the following dates:2/20/14,5/12/14,8/15/14,11/11/14,3/16/15,6/16/15,8/25/15,12/9/15,and 2/25/16.
-The facility owns a Genesis Thermo Tech for methane monitoring and this device is sent to the factory yearly for calibration.
-The facility inspects the leachate pumps daily and inspects the lagoon liner monthly.The records of the inspections were reviewed from August 2014
to present.
-Tonnage reports from January 2016 to present were reviewed.The facility accepted approximately 43 tons per day during this period.
15A NCAC 13B .1406(10):Compost process at Type 1 facilities shall be maintained at or above 55 degrees Celsius (131 degrees F)3 days and
aerated to maintain elevated temperatures.
Cherokee County is in violation of 15A NCAC 13B .1406(10)in that temperature data was not kept prior to compost being removed from the site.
To correct the violation Cherokee County must keep temperature records to show that compost has reached 131F for three days prior to removing the
compost from the facility.Once temperatures have been reached please provide the records to Lee Hill at [e-mail].

Operations Inspection of MSWLF Unit (20-02)
-Edge of Waste Markers (EOW)made of 2"PVC pipe were installed around the footprint of the landfill.Mr.Clark stated that waste placement is
approximately 6-8 feet inside the liner.
-Filling is currently occurring in cell #2 of phase 3.The working face was small and compact at the time of inspection.
-The facility is approved to use a tarp for alternative daily cover.Waste is covered with soil once per week.The tarp that was observed on top of the
landfill appeared to be heavily damaged with holes and rips.Mr.Clark stated that they have been using soil instead of the tarp recently.**The heavily
damaged tarp should not be used and replaced.**Mr.Clark stated that they had a new tarp on site and would replace the damaged one.
-No unacceptable waste was observed on the working face.Multiple tires were observed set to the side of the working face.Tires and other
unacceptable materials are taken to proper locations at the end of the working day.
-Windblown material was observed on the top of the landfill and appeared to be getting worked into cover,giving the appearance of inadequate cover.
*Please note that windblown material must be picked up at the end of each day and returned to the working face.*Facility staff were actively policing the
facility for windblown material at the time of inspection.A majority of the windblown material was located inside the landfill footprint with a small amount
on the north side of the facility.
-Landfill slopes have been seeded.Groundcover on the south,west,and north slopes appeared thin and needed to be reseeded.Mr.Clark stated that
a meeting with the seeding contractor was scheduled for May 31,2016 and that the slopes would be reseeded.
-A berm around the top of the landfill and slope drains are being utilized to control stormwater runoff.It is recommended that the slope drains are
extended to the base grade to prevent erosion of the slopes from occurring.
-The leachate lagoon is located to the east of the landfill.The lagoon is within a chain link enclosure and groundcover is being maintained.The liner
was observed and no visual deficiencies were noted.The leachate lagoon is connected to the Town of Andrews Sanitary Sewer.
Operations Inspection of White Goods Area.
-White goods containing refrigerants are stored on a concrete pad to the east of the scale house.Other white goods and scrap metal is stored to the
south of the scale house.
-Some white goods containing refrigerants were observed laying on their sides.**White goods containing refrigerants should be stored upright until the
refrigerant has been removed.**The facility contracts to have refrigerants removed onsite prior to sending the material for recycling.
-Scrap metal and white goods are sent to Sharp Auto Salvage in Marble,NC for recycling.
Operations Inspection of Yard Waste Collection Area
-Leaves and grass clippings are collected and stored directly across the landfill access road from the leachate lagoon.
-The material collected in the bin is periodically taken to the Sheriffs garden area where it is mixed into the soil.
-Facility staff stated that the material is not being actively composted and that temperatures are not being taken.**Please note that grass clippings and
leaves are considered yard trash and must be composted.**Please see observed violation section of this report.
Operations Inspection of Tire Collection Area
-The facility loads scrap tires into van trailers which are transported to US Tire in Concord,NC for disposal.

Operations Inspection Grinding Area
- The grinding area is located to the southwest of the leachate lagoon.
- A small amount of unacceptable material was observed in the grinding area and was removed during
the inspection.
-The ground material is mixed with soil and is applied as approved alternative daily cover.
- Facility staff stated the last grinding of material occurred in September 2015.

Operational Inspection of the Electronics Collection Area
- Electronics are collected and stored on the southeastern side of the recycling and bailing building.
- Palletized electronics are sent to Ecycle Secure in Charlotte for recycling.

Other Comments
- The facility operates two balers to bale aluminum cans, newspaper, and plastic for recycling.
- Beverage glass is collected in three bins located on a concrete pad adjacent to composting area. The
material is crushed and loaded into trailers for recycling.
