Dear Mr. Einsmann:

The Solid Waste Section has completed a review of the Surface Water and Soil Assessment Report dated
May 25, 2016 (DIN 26156) and submitted on behalf of Republic Services, Inc. by Joyce Engineering for the
closed Holly Springs C&D Landfill, Solid Waste Permit Number 9214. The report was submitted in
response to a Facility Compliance Inspection Report dated March 7, 2016 and the approved Soil
Assessment Plan dated April 21, 2016 (DINs 25993 and 25994).

Subsurface soil sampling and surface water sampling was conducted on March 7, 2016 to evaluate the
extent of the potential environmental impacts from the release at the landfill. The soil samples were
analyzed for Appendix I of 40 CFR 258 constituents and pH, and the surface water samples were analyzed
for Appendix I of 40 CFR 258 constituents and water quality indicator parameters: alkalinity (as CaCO3),
ammonia (as N), biological oxygen demand (BOD), total phosphorus, chloride, and sulfate.

The analytical soil results indicated no volatile organic compounds exceeded the Preliminary Soil
Remediation Goals (PSRGs). However, arsenic, cobalt, and vanadium were detected above their
Preliminary Soil Remediation Goals (PSRGs) for the Protection of Groundwater and the Residential Health
Based in the landfill’s background soil sample. In addition, mercury just slightly exceeded the 2B
freshwater aquatic life surface water standard in the farthest downstream surface water sample, SWB
(located at the fence line). However, the analytical result is an estimated value (J value), is not near the
impacted area, and is also less than the 2L groundwater standard.

As a result, based upon the soil and surface water assessment conducted at the landfill, no additional
environmental assessment associated with this leachate release is required at this time. If you have any
