JOYCE Project No. 895.1602.12, Task No. 02 Dear Mr. Einsmann: Joyce Engineering (JOYCE) presents this report on the results of surface water and soil sampling conducted at the Holly Springs closed C&D landfill, Permit # 9214-CDLF-1993. The surface water and soil sampling were in response to an Inspection Report issued by the North Carolina Department of Environmental Quality (DEQ) on March 7, 2016. Two North Carolina Environmental Monitoring Reporting Forms (EMRFs), one for the surface water sampling data and one for the soil sampling data, are attached. BACKGROUND The Holly Springs Landfill is located at 4300 Old Holly Springs-Apex Road in Holly Springs, North Carolina. The facility is a closed C&D landfill which stopped receiving waste in December 2006, and closure certification was completed in January 2012. On March 1, 2016, Republic contacted the North Carolina Department of Environmental Quality (NCDEQ), Division of Waste Management (DWM), Solid Waste Section (SWS) to self-report an area of erosion and soil discoloration in the northwest section of Cell 7, near the perimeter stormwater ditch. DWM conducted an inspection on March 7, 2016, and issued an Inspection Report, which described the area of erosion and soil discoloration. The Inspection Report called for sampling of the soil and surface water in the vicinity of the area of soil discoloration and erosion and requested a sampling plan be submitted to the SWS. Surface water sampling was conducted on March 7, 2016. A Soil Assessment Plan (SAP) was submitted to the NCDEQ on April 21, 2016, and the SAP was approved by the NCDEQ in a letter dated April 22, 2016. Mr. Matt Einsmann May 25, 2016 Page 2 of 4 SURFACE WATER SAMPLING JOYCE mobilized to the Holly Springs Landfill site on March 7, 2016, to collect surface water samples from the creek that traverses the north side of the closed landfill. The creek runs between two of the closed waste cells (Cells 6 and 7) and flows toward the west. The weather was sunny and in the mid-60’s. The creek was within its normal channel and was flowing slowly. There was significant leaf and other vegetative debris in the creek. There was no discharge to the creek from the sediment trap on the perimeter stormwater ditch. Three surface water samples, SW-2, SW-A, and SW-B, were collected from the locations shown on Figure 1. The sampling order was upstream (SW-2) to downstream (SW-A and SW-B). SW-2 was collected from a location upstream of the confluence of the outlet channel from the sediment trap and the creek. The SW-2 location also serves as a routine monitoring point for the facility and is sampled semiannually as part of the water quality monitoring program. SW-A was collected from a location downstream of the confluence of the outlet channel from the sediment trap and the creek, and SW-B was collected farther downstream near the fence that marks the facility property boundary. A field blank consisting of laboratory-provided distilled water was also collected, and a laboratory-prepared trip blank accompanied the samples. The samples were collected directly from the flowing creek using laboratory-prepared sample bottles in accordance with standard surface water sampling protocols. The samples were placed immediately into a cooler with ice after collection. After collecting water samples, field parameters were measured by placing the probes directly into the flowing water at each location. Field parameters included pH, temperature, conductivity, turbidity, dissolved oxygen, and oxidation- reduction potential (ORP). The field parameter data were recorded in the field logbook and on surface water sampling log forms. The field log forms are included in Attachments A. The samples were shipped under chain-of-custody control to Analytical Services, Inc. (ASI) for analysis. The laboratory reported that the samples arrived in good condition, at proper temperature, and within required hold times. The samples and the field blank were analyzed for the 40 CFR Part 258 Appendix I list of constituents, including volatile organic compounds (VOCs) and metals. The trip blank was analyzed for Appendix I VOCs. The surface water samples were also analyzed for the following water quality indicator parameters: alkalinity (as CaCO3), ammonia (as N), biological oxygen demand (BOD), total phosphorus, chloride, and sulfate. The laboratory analytical report was received on March 25, 2016, and is included in Attachment A. Table 1 summarizes the detected constituents and indicator parameters for the three surface water samples and compares them to the North Carolina Surface Water Standards found in 15A NCAC 2B (the NC2B standards). The NC2B standards for both fresh water aquatic life and human health are included in Table 1. One VOC, acetone (a common laboratory contaminant), was detected in all three samples at estimated concentrations below the solid waste section reporting limit (SWSL). Acetone was not detected in the blanks; however, the fact that it was detected both upstream and downstream of the Mr. Matt Einsmann May 25, 2016 Page 3 of 4 stained soil area suggests the possibility of laboratory or field contamination, or at least that it is not related to the stained soil area. Several metals, including arsenic, barium, chromium, lead, mercury, and selenium were detected in one or more of the samples; however, all detections were estimated concentrations below the SWSL. The indicator parameter results were generally consistent with moderately clean surface water and did not indicate any major impairment. There was no significant difference in water quality or constituent concentrations between the upstream (SW-2) and downstream (SW-A and SW-B) samples. There were no quantified exceedances of any listed NC2B standards. SOIL SAMPLING JOYCE collected four soil samples in accordance with the approved SAP on April 26, 2016. Soil samples were collected from three locations (SS-1, SS-2, and SS-3) near and downgradient/downslope from the area of observed soil staining. In addition, JOYCE collected one soil sample from an upgradient location (BG) to represent background soil conditions. The attached Figure 1 shows the locations of the four soil samples, as well as the approximate flow path for surface runoff in the perimeter ditch, through the sediment trap, and then down toward the creek. SS-1 was collected from the bottom of the perimeter ditch at the nearest accessible spot downgradient of the stained soil. SS-2 was collected from perimeter ditch about 50 feet downgradient of SS-1, near the sedimentation trap. SS-3 was collected below the sedimentation trap. At each of the four locations, JOYCE collected samples from a depth of approximately 12 to 24 inches below the ground surface. All sampling was conducted by a licensed professional geologist. The soil samples were collected using a stainless-steel hand auger. The sampling equipment was decontaminated before sampling and between samples using standard decontamination procedures as described in the SAP. The background sample (BG) was collected first, and then samples SS-3, SS-2, and SS-1, in that order. The samples were placed in laboratory-prepared containers and put immediately into a cooler with ice for transport to the laboratory. The samples were transported under chain-of-custody control to Pace Analytical Services, Inc., in Huntersville, North Carolina for analysis. The soil samples were analyzed for the NC Appendix I list of solid waste constituents, including total metals by EPA Method 6010, and volatile organic compounds (VOCs) by EPA Method 5035/8260, as well as for laboratory pH. The complete laboratory analytical report and chain of custody are included as Attachment B. Table 2 summarizes the analytical results for the soil samples and includes the Preliminary Soil Remediation Goals (PSRGs) from the NCDEQ Inactive Hazardous Sites Branch. The soil analytical results were compared to both the Industrial Health-based PSRG and the Protection of Groundwater PSRG. Three VOCs (acetone, methylene chloride, and toluene) were detected in one or more of the soil samples; however, none were in exceedance of the PSRGs. Acetone and methylene chloride (common laboratory contaminants) were detected in the upgradient background sample (BG) at similar concentrations as in the downgradient samples; therefore, we attribute them Mr. Matt Einsmann May 25, 2016 Page 4 of 4 to laboratory contamination. Toluene was detected at a low quantified concentration in SS-2; however, it was orders of magnitude below either PSRG. Three metals (arsenic, cobalt, and vanadium) were detected at concentrations above the lowest PSRG in one or more of the downgradient soil samples; however, these three metals were also detected in the background sample (BG), and cobalt and vanadium exceeded a PSRG in the background sample (BG). All of the metals detections are within the range of concentrations that occur naturally in the mineralogy of the North Carolina Piedmont soils (Reid, 1993). The pH of the soil samples ranged from 5.0 to 8.0. The most acidic soil was the background sample, and the most basic soil was SS-2. It is notable that the pH of SS-1, the sample nearest the observed staining, was 7.2, essentially neutral. These pH values are with the normal range for North Carolina Piedmont soils. CONCLUSIONS The results of surface water sampling did not indicate any impact to the surface water down stream of the area of stained soil and erosion noted in the March 2016 NCDEQ Inspection Report. The results of the Soil Assessment found only a few low-level VOC detections, most of which could be due to laboratory contamination. No VOCs were detected above the PSRGs and metal detections were comparable to naturally occurring minerals in piedmont soils. We recommend no further action with regard to this incident.
