ADDITIONAL COMMENTS
.
1. This facility is permitted to receive C&D solid waste generated within the following counties: Chatham, Durham,
Franklin, Granville, Johnston, Nash, Orange, Vance and Wake and the municipalities contained within those
counties.
2. The facility operates Monday through Friday from 7:00 am to 4:00 pm.
3. The permit and Operations Plan were reviewed. The permit is due to expire on March 12, 2018. An application
for permit review must be submitted to the Solid Waste Section by September 12, 2017.
4. An Emergency Management Plan is maintained onsite. Emergency contact information is posted in the scale
house. Emergency contacts are up-to-date.
5. Waste screening records were reviewed for January 4, 2016 through February 28, 2016. Three more load
inspections were found outside and reviewed, these were dated March 31, 2016, April 8, 2016, and April
21,2016. Two to three loads per week were being screened at random in January and February. Facility needs
to be screening at least 1% of waste received and maintain more consistent records that can easily be reviewed
at inspections. Recent changes in staff are the most apparent reason to blame for this and facility will work on
doing a better job to keep up with the waste screening inspections.
6. Any prohibited items observed during unloading or a screening event are loaded back onto the truck they came
in on to be removed from the facility. Loads known to contain asbestos are not accepted at the facility. The
facility has charges a $25 fee for tires or pallets which has reduced the number of those banned items received.
7. An excavator with a grapple claw is used to sort material at the facility. Scrap metal (aluminum & stainless steel),
cardboard, and wood & wood pallets are separated and placed into roll-off containers for recycling. All roll-off
containers are covered when the facility is not in operation.
8. Tires that are found at the facility are placed in a covered roll-off container until they can be properly disposed.
9. Waste that requires additional sorting for recycle will be sent to the Wake Material Reclamation Facility, (9224T).
Waste that is not able to be separated out for recycling is transferred to Material Recovery C&D Landfill (9231-
CDLF), Red Rock Landfill (9228-CDLF-2001) for disposal, or Material Recovery C&D Landfill (9231-CDLF-
2012).
10. A review of the tonnage records indicates that approximately 60 tons per day are currently being accepted into
the facility.
11. A responsible individual trained and certified in facility operations must be on-site at all times during all
operating hours of the facility, in accordance with G.S. 130A-309.25. The certified operators are as follows:
Dennis Braxton: Certified Transfer Station Operations Specialist, expires 11/20/2017
William Debnam: Certified Transfer Station Operations Specialist, expires 11/20/2018
Dena Smith: Certified Transfer Station Operations Specialist, expires 3/26/2017
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
