Dear Ms. Moutos:
Duke Energy is providing the results from the September 2025 semiannual water quality monitoring event
for the Duke Energy Progress Asheville CCR Landfill (1119-INDUS), located in Arden, Buncombe County
North Carolina. The monitoring event was conducted on September 23, 2025, in accordance with the
approved Water Quality Monitoring Plan (WQMP). The September 2025 monitoring event included
obtaining samples from nine groundwater monitoring wells, two surface water locations, and one sample
of composite leachate. The engineered drain (seep) location ASV-DP-4 and surface water location ASV-
LF-SW-1 were not sampled during the monitoring event because of dry conditions.
The groundwater analytical results are compared to the groundwater standards found in Title 15A NCAC
02L .0202 (02L Standards). The surface water results are compared to the surface water standards found
in Title 15A NCAC 02B .0211 (02B Standards) for Class C waters. Leachate analytical results are not
compared to groundwater or surface water quality standards.
Duke Energy personnel sample designated locations for groundwater, surface water and leachate at the
Asheville CCR Landfill semiannually during March and September. The next water quality monitoring
event for the CCR Landfill is planned for March 2026 with a report of monitoring results to follow. Please

This semiannual report pertains to the Duke Energy Progress, LLC (Duke Energy) Asheville
Steam Electric Plant (Asheville Plant or Site) Coal Combustion Residuals (CCR) Landfill (Permit
No. 1119-INDUS-2020) and documents the results of the September 2025 groundwater, surface
water, seep, and leachate monitoring event.
Monitoring results show that groundwater constituents greater than comparison criteria in
downgradient monitoring wells are within background or baseline concentration ranges, except
for sulfate and total dissolved solids (TDS) in monitoring well ASV-LMW-3B. Sulfate and TDS
concentrations in ASV-LMW-3B are attributed to the mineral solubilization of gypsum (or
another sulfate -bearing mineral) present in the material used to construct the mechanically
stabilized earth (MSE) berm at the CCR Landfill (SynTerra, 2025).
1.1 Site and CCR Landfill Information
Duke Energy owns and operates the Asheville Plant, located on approximately 786 acres at 46
Duke Energy Lane in Arden, Buncombe County, North Carolina (Figure 1).
The Asheville Plant began operations in 1964 with the construction of two coal-fired electricity -
generating units. Throughout the period of coal-fired generation, CCR was managed and stored
on -Site in the 1964 and 1982 Ash Basins. The Asheville Plant ceased burning coal in January
2020, and the coal-fired units were replaced with a natural gas combined -cycle station for
electricity generation; thus, the facility no longer generates CCR. Excavation of the 1982 Ash
Basin was completed in September 2016, and excavation of the 1964 Ash Basin was completed
in June 2022.
Development and construction activities for the on -Site double -lined CCR Landfill began in
February 2020 and were completed in March 2021. The CCR Landfill was constructed in an area
previously developed as a laydown yard, located north of and adjacent to the former 1964 Ash
Basin (Figure 1). The CCR Landfill was constructed to support the last phase of ash excavation
from the former 1964 Ash Basin. The CCR Landfill received a Permit Approval to Operate from
the North Carolina Department of Environmental Quality (NCDEQ) Division of Waste
Management (DWM) on April 1, 2021, and the initial placement of CCR in the CCR Landfill
occurred on the same day. The Operations Plan, Asheville Steam Electric Plant — CCR Landfill
(1119-INDUS) Rev. 2 (Landfill Operations Plan; Geosyntec, 2021) and CCR Landfill Permit (Permit
No. 1119-INDUS-2020) outline a variety of landfill -approved wastes; however, the primary
waste disposed of in the CCR Landfill is CCR (fly ash and bottom ash). Closure -in -place was
initiated at the CCR Landfill in September 2022 and was completed in April 2023.
The CCR Landfill monitoring network and surrounding physiographic features are depicted on
Figure 2.

1.2 Hydrogeologic Setting
The Asheville Plant is located within the Blue Ridge physiographic province, where soil overlying
the bedrock formed from the in -place weathering of bedrock. Groundwater at the Site occurs in
three interconnected flow zones. The shallowest groundwater flow zone —the surficial flow
zone —occurs in the residual soil and the upper section of saprolite. Beneath the surficial flow
zone, the transition flow zone occurs in the lower portions of the saprolite and partially
weathered bedrock and is the most permeable part of the Site hydrogeologic system. Bedrock
underlies the transition flow zone and composes the least permeable flow zone of the Site's
hydrogeologic system, where groundwater flow occurs predominantly along fractures, joints,
and faults. Groundwater is usually encountered in the surficial flow zone; however, as the
hydrogeologic units above the bedrock thin to the west and northwest, groundwater is
encountered only within the deeper hydrogeologic unit(s).
Overall, groundwater flow direction at the CCR Landfill is to the west and northwest toward
several unnamed streams and a wetland area, which converge into Powell Creek (Figure 3A and
Figure 313). The wetland area and streams act as groundwater discharge zones downgradient of
the CCR Landfill. Those surface waters are classified as Class C under the North Carolina
Administrative Code (NCAC), Title 15A, Subchapter 02B, Surface Water and Wetland Standards
(02B standards). Flow from those surface water features eventually reaches the French Broad
River to the west.
1.3 CCR Landfill Semiannual Monitoring Program
The Water Quality Monitoring Plan Revision 3 — CCR Landfill (WQMP Revision 3; SynTerra, 2023)
was submitted in September 2023 and approved on October 12, 2023 (NCDEQ DWM, personal
communication, October 12, 2023).
The CCR Landfill semiannual monitoring program, described in detail in the WQMP Revision 3
and summarized in Table 1, consists of:
• Nine groundwater monitoring locations
• Four monitoring wells used for measuring water levels only
• Three surface water monitoring locations
• One engineered drain outlet (seep) monitoring location
• One leachate monitoring location
The monitoring locations are shown on Figure 2, and a summary of monitoring well
construction information is presented in Table 2. Field parameters and the constituents
analyzed for the CCR Landfill semiannual monitoring program are summarized in Table 3A for
groundwater, Table 313 for surface water, and Table 3C for leachate.

2.0 METHODS
2.1 Sampling and Analysis Methods
On September 23, 2025, Duke Energy personnel (Duke Energy North Carolina Field Certification
#5193) conducted groundwater, surface water, and leachate sampling in accordance with the
North Carolina Solid Waste Management Guidelines. Samples could not be collected from seep
location ASV-DP-4 or surface water location ASV-LF-SW-1 because those locations were dry at
the time of sampling. Copies of the field sampling forms are included in Appendix A. Duke
Energy Analytical Laboratory (North Carolina Laboratory Certification #248) analyzed the
reported parameters and constituents. The laboratory report and chain -of -custody forms are
included in Appendix B.
Duke Energy developed a list of parameters and constituents using guidance from the NCDEQ
DWM Solid Waste Section (SWS). The samples were analyzed using the updated parameter and
constituent list, approved by NCDEQ on March 20, 2023. In addition, dissolved selenium was
added to the constituent list when the WQMP Revision 3 was submitted in September 2023
(SynTerra, 2023) and approved by the NCDEQ in October 2023 (NCDEQ DWM, personal
communication, October 12, 2023). The monitoring parameters and constituents; U.S.
Environmental Protection Agency (USEPA) SW-846 analytical methods; NCAC, Title 15A,
Subchapter 02L, Groundwater Classification and Standards (02L standards); and 02B standards
for Class C waters are presented in Table 3A through Table 3C.
In addition to 02B standards, Duke Energy provides comparisons against in -stream target values
(ISTVs) and USEPA National Recommended Water Quality Criteria (NRWQC), with the
qualification that a concentration greater than the published value is not necessarily a violation
of the water quality standard for toxicity. As stated by the USEPA, NRWQC standards do not
constitute regulations or impose a legally binding requirement. Therefore, comparisons with
those criteria are for screening purposes only.
Additional information regarding surface water standards and screening criteria are outlined
below:
• Several 02B standards and ISTVs require sampling methods specific to acute or chronic
concentrations and are not applicable to the grab sample method; however, acute
standards are considered more applicable to grab sampling and are included for
screening purposes only.
• Hardness -dependent standards are based on acute and/or chronic sampling methods
and are not applicable to the grab sample method. Duke Energy uses a standard
hardness of 25 milligrams per liter (mg/L) to calculate hardness -dependent standards
for screening purposes. However, if in -stream hardness values are less than 25 mg/L,
actual in -stream hardness values would be used to calculate hardness -dependent
standards for screening purposes because those standards would be more stringent
than screening standards based on 25 mg/L hardness. If constituent concentrations are

greater than hardness -dependent standards based on 25 mg/L hardness but the actual
in -stream hardness values are greater than 25 mg/L, actual in -stream hardness values
would be used to calculate hardness -dependent standards for screening purposes
because those standards would be less stringent than screening standards based on 25
mg/L hardness.
The 02B surface water standards for chromium are based on speciation for dissolved
trivalent and hexavalent chromium. Surface water samples are analyzed for total
chromium and dissolved total chromium. Results will be screened against the dissolved
trivalent 02B standard; this standard is also a hardness -dependent, acute standard and
will be based on 25 mg/L hardness and used for screening purposes only.
• The 02B surface water standard for mercury represents a total concentration and is not
for acute, chronic, or hardness -dependent concentrations. The mercury 02B standard
for Class B, C, and water supply waters is 0.012 micrograms per liter (µg/L). Duke Energy
uses the analytical method USEPA 245.1/SW 7470A for mercury analysis, which has a
reporting limit of 0.050 µg/L and is greater than the 02B criteria of 0.012 jig/L.
2.2 Regulatory Criteria

3.1 Site Groundwater Flow
Groundwater flow in the aquifer beneath the CCR Landfill footprint is to the west and
northwest toward an unnamed stream and to the northwest toward a wetland area and several
unnamed streams, which converge into Powell Creek.
Groundwater elevation contours and groundwater flow direction arrows in the vicinity of the
CCR Landfill are shown on Figure 3A (surficial and transition flow zones) and Figure 3B (bedrock
flow zone). Those contours were developed by calculating groundwater elevations in each
monitoring well using the depth -to -water measurements collected during the September 2025
monitoring event. In addition, monitoring wells from other regulatory programs were
incorporated into the CCR Landfill monitoring network to be used as water -level -only wells.
Additional wells used as water -level -only wells are included in the WQMP (WQMP Revision 3;
SynTerra, 2023).
Depth -to -water measurements and calculated groundwater elevations are presented in
Table 4. Calculated groundwater flow velocities are presented in Table 5. Calculated
groundwater elevations based on depth -to -water measurements gauged during the September
2025 monitoring event indicate groundwater at the CCR Landfill flows to the west and
northwest, consistent with historical Site observations.
3.2 Historical Range Data
Newly Installed CCR Landfill Groundwater Monitoring Wells
The WQMP Revision 3 included collecting four groundwater samples from each newly installed
CCR Landfill monitoring well prior to the CCR Landfill becoming operational (baseline samples)
(SynTerra, 2023). The four baseline monitoring events occurred from September 2020 to
January 2021, with samples collected from each well approximately once every 30 days.
Baseline monitoring included measuring groundwater field parameters, gauging the depth to
water in the wells, and analyzing the collected groundwater samples for the list of parameters
and constituents outlined in the WQMP Revision 3 (same parameter and constituent list
sampled and analyzed for in the CCR Landfill semiannual monitoring program) (SynTerra, 2023).
The results of the four baseline sampling events were submitted in the Groundwater
Monitoring Report Baseline Sampling Events #1 Through #4 — CCR Landfill (SynTerra, 2021).
Historical ranges of constituent concentrations were calculated for each newly installed
monitoring well using the analytical results from the four baseline monitoring events.
Existing Wells Incorporated into the CCR Landfill Monitoring Program
Monitoring wells ASV-CB-9, ASV-CB-9SL, and ASV-CB-9BR existed at the Site prior to CCR Landfill
development but were incorporated into the CCR Landfill monitoring program (WQMP Revision
3; SynTerra, 2023). Those three wells were not sampled during the baseline sampling events at

the newly installed wells. Rather, data from those wells, collected as part of other regulatory
sampling programs before CCR Landfill operations, were used to satisfy the initial baseline
sampling requirements. Historical concentration ranges for existing wells were established
using available data collected prior to initiation of CCR Landfill operations (November 2012 to
January 2021).
3.3 Analytical Results
Groundwater, surface water, and leachate field parameters are presented in Table 4. The
analytical results and reference comparisons discussed below are summarized in Table 6
through Table 9. Sample locations are depicted on Figure 2.
Groundwater Results
Field and analytical results for downgradient and background groundwater samples are
presented in Table 6. Groundwater analytical results are compared with 02L standards.
Constituents in downgradient monitoring wells with concentrations equal to or greater than the
02L standards are noted in Table 6 in gray and bold font. The laboratory analytical reports are
included as Appendix B.
A summary of the downgradient groundwater field and analytical results that are equal to or
greater than applicable comparison criteria (or outside the range for pH) is presented in
Table 7.
Groundwater concentrations equal to or greater than 02L standards (or greater than or less
than the range for pH) are less than or within historical background ranges and are attributable
to natural variation, except for sulfate and TDS at ASV-LMW-3B, which are greater than
historical background concentrations (Table 7). An alternate source demonstration (ASD) report
was completed for concentrations at ASV-LMW-3B in accordance with Title 40 Code of Federal
Regulations (40 CFR) § 257.94(e)(2). The ASD report concluded that sulfate and TDS (and
calcium as an Appendix III parameter) concentrations at ASV-LMW-3B are attributed to the
mineral solubilization of gypsum (or another sulfate -bearing mineral) present in the fill material
used to construct the MSE berm at the CCR Landfill (SynTerra, 2025). The concentration of pH in
ASV-LMW-2T was less than the NCAC 02L standard range; however, since it is greater than the
lower limit of the historical concentration range (Table 7) and less than the upper limit of the
NCAC 02L standard range, the pH in ASV-LMW-2T is attributed to natural variation.
Surface Water/Seep Results
Field and analytical results for surface water samples are presented in Table 8; those sample
locations are shown on Figure 2. Surface water samples are compared to applicable 02B
standards, ISTVs, and USEPA NRWQC for Aquatic Life and Human Health.

Analytical results for surface water are compared with applicable 02B Class C surface water
standards. Seep location ASV-DP-4 and surface water location ASV-LF-SW-1 were not sampled
during the September 2025 sampling event because of dry conditions. Constituent
concentrations in surface water samples collected during the September 2025 sampling event
are less than applicable 02B standards for Class C surface water, except for the pH value at ASV-
LF-SW-2, which is outside the comparison criteria range for pH (Table 9). Manganese at ASV-LF-
SW-2 is at a concentration greater than the USEPA criterion for surface water; however, that
comparison criterion does not constitute regulations or impose a legally binding requirement
and is included for information purposes only (Table 8).
Leachate Results
A leachate sample (ASV-LCS-1) was collected from the leachate collection discharge pipe on the
west side of the CCR Landfill. Analytical results are presented in Table 10. Leachate analytical
results are not compared to groundwater (02L standards) or surface water (02B standards)
quality standards and are provided for information purposes only.
3.4 Quality Assurance/Quality Control
Field -performed quality assurance (QA) and quality control (QC) consisted of the collection and
analysis of two field blanks (one on each day of sampling) to evaluate whether possible effects
were imparted to the samples by the sample container, preservative, or other exogenous
sources. A field duplicate sample was also collected to estimate sampling and laboratory
precision. The data were validated and deemed usable.
As normal laboratory practice, select samples were diluted to within the calibrated range of the
analysis. Specifics regarding the samples that were diluted, including the dilution amount, are
documented in the lab report. Additional QA/QC data, laboratory analyses, and chain -of -
custody forms are included in Appendix B.
