Dear Ms. Thornburg:
S&ME, Inc. (S&ME) is submitting this information to NCDEQ to summarize the access agreement acquisition process,
and resident contact information acquired in support of ongoing investigation phase remedial investigation activities at
the above-referenced site in Fayetteville, North Carolina. S&ME completed the Work in general conformance with PRLF
Unit email correspondence, (Thornburg to Raymond) dated October 10, 2025, and during various other
communications. This summary of documents is provided as an additional, stand-alone submission, as multiple
attached spreadsheets and access agreement forms contain confidential contact information for Cliffdale residents; and,
the remainder of the documents are intended to supplement the NCDEQ’s recently-established Cliffdale website as the
Unit deems appropriate.
Although some of the attached documents may be included in other reports under Tasks RI-17, 21 & 22; the primary
intent of this submission is to document the process of access acquisition. Soil gas sampling efforts required the
installation of soil gas probes within the yards of, and adjacent to the exterior foundations of residential properties
bordering the Cliffdale Landfill. Access agreements were acquired through mailings directed at 37 properties, through
both the standard US mail and registered return-receipt US mail services. In addition, S&ME representatives visited
nearly all the homes on multiple occasions through a several month period. Many of the homes required numerous
attempts to introduce the residents to the landfill gas conditions, and provide the home-owners and/or tenants with
multiple copies of the project materials with the goal of receiving a signed access agreement form. Visits were
conducted throughout the days, in the evenings, and on the weekends to complete the Work. Agreements for, and
subsequent soil vapor probe installation and sampling was completed for 30 of the 37 Cliffdale Landfill adjacent homes.
Additional visits were required for access to the interiors of the 37 homes, utilizing the process outlined above for the
installation of methane alarms. S&ME completed detector/alarm installations, and screening of the residential
structures for landfill gases at 29 of the 37 Cliffdale-adjacent homes. The attached spreadsheets and figure document
the access process for both the alarms, and the above-described probe installation Work.
