    To answer your question as to whom to add to the list, I would say our Fayetteville EM could be
added. I have Cc'd Laura Smith on this email to so she can see it or direct you to another member of our
administrative staff. That way we can stay in the loop as that location is within City limits for the
residents.
    As for my meaning with "The level did not exceed our 10% lower-level alarm, but gas was
detected." Our Hazardous Materials Team carry Rae meters, QRae 3 and MultiRae. They have an LEL
(Lower Explosive Limit) sensor that is calibrated to Methane gas and gives the user readings in
percentage. Those meters have a Lower Alarm limit set at 10% of the LEL. So just for simple math, if the
lower explosive limit for Methane gas is at 100 parts per million for it easily ignite from any heat source,
that would be our 100% LEL for our meter. Our lower alarm limit alarms at 10% of LEL to give us a buffer
to exit that hazardous area and mitigate the situation before we reach that full LEL atmosphere. It does
not quantify the amount of flammable gas in the atmosphere but rather tells there is flammable gas and
alarms start before we enter in the lower explosive limit range.

Captain Canosa,
I was forwarded your message about the methane alarm that went off in the early morning of 10/30 at
1021 Leslie Drive. You are correct that the property is next to the old Cumberland County Cliffdale LF. I
work with the group that is working to assess the old landfill site. These alarms were recently installed
after methane gas was measured in soil-gas probes installed at the back of the properties that run along
the boundary with the Cumberland County old landfill property. We have since installed additional
probes near the houses and have sampled them (waiting for results). In the meantime, we have been
able to install 26 alarms out of the 37 properties adjacent to the landfill. Owner permission is required
(to enter the house, to install the alarm, to screen the indoor air). The remaining 11 homes have not
given permission. Our contractor, S&ME, went to the 1021 Leslie Drive house yesterday and changed
the alarm, just to be sure it wasn't a faulty alarm. They also performed methane screening inside the
residence - against the bottom of the walls as well as along the ceiling, with no changes in the baseline
measurements except for a reading of 0.1% for methane in the living room.
We also had a public information meeting about it a couple weeks ago, and I apologize for not inviting
you or making you aware of the site and known issues. I have a contact list of County and State agencies
that were informed of it including Cumberland County Emergency Services.
Would it be OK to add you (or someone with the City's Emergency Services) to the contact list for this
site? I am attaching the list I have, and would really like to keep the appropriate City staff informed as
well.
I have one more question about what you wrote in your email. What do you mean by "The level did not
exceed our 10% lower level alarm, but gas was detected." I'm trying to gauge what levels were in there.
If you have any suggestions on how to better manage the methane, the alarms, or to be better prepared
for a response, I'd be happy to hear them! We are running a pilot test next month with the goal of
designing a landfill gas collection system to prevent the methane from moving offsite.

This resident had one of those alarms. I’ll keep you all looped into any calls that may occur. It’s
been suggested that an HM company be dispatched to all gas alarms in that area. I’ll let you
know if that becomes a standard.

Thank you. There was a public meeting last week regarding this landfill to help inform
residence.

On Sept. 26, 2025, letters were sent by US Mail to the western and southern adjacent property
occupants and owners, with NCDEQ offering to provide and install methane alarms.

Morning,

   Engine 15 was dispatched to a fire alarm at 1021 Leslie Drive that was the result of a Natural Gas
detector that alarmed. After Hazmat 1 arrived and conducted air monitoring, they found low percentage
levels of gas detected with their meters. The level did not exceed our 10% lower level alarm, but gas was
detected. The residence does not have any natural gas or propane gas connected. The resident explained
that they were informed of the old Cliffdale Landfill was producing Methane gas and that it could be
permeating into the residences. The natural gas detector that alarmed in the residence was provided by
NCDEQ. I have found the "Fayetteville in the News" email with the article that begins to explain the
investigation of the landfill. Email is dated 9/26/2025. Captain Mason and I wanted to pass along that we
did find low levels of gas at 1021 Leslie Drive and the resident will be requesting the report to submit to
the contact information I have listed below. We believe that this could increase our natural gas responses
in the area of the old Cliffdale landfill if the gas continues to enter the residences as, per the article, at
least 38 homes are directly adjacent to the west and south boundary of the old landfill.
