Closure CQA documentation received May 31, 2023. Closure Permit (pending) PURPOSE OF SITE VISIT: Comprehensive and Closure Inspection STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS The facility is an industrial landfill permitted to receive solid waste generated by or at the Asheville Steam Electric Plant. Waste types include but are not limited to: coal combustion residuals (CCR) which includes fly ash, bottom ash, and flue - gas desulfurization (FGD) residue, waste stone, vegetation, and demolition waste from basin closure activities. The landfill is primarily utilized for the disposal of ash previously generated by the Asheville Steam Station. Operations at the facility began in April 2021. The landfill ceased accepting waste on August 18, 2022 and initiated closure activities on September 16, 2022. On June 27, 2024, the Section requested an options analysis for the Duke Energy North Carolina fleet landfills that use closure turf. On receipt of Duke Energy's response to the option's analysis, the Section will issue the closure permit for the Asheville Landfill. 1. The Comprehensive Site Inspection of this facility was performed in three (3) parts. a. An Inspection Landfill Questionnaire was submitted on May 16, 2024. b. A virtual landfill records review was conducted with Duke Energy staff on May 20, 2024. c. The onsite inspection was conducted on May 29, 2024. 3. The Inspection Landfill Questionnaire was reviewed by Section staff. No issues were noted. 4. Virtual Records Review a. Dust Control i. Landfill — Dust control is monitored every day the landfill is operated. Dust control records appear complete, no issues noted. ii. Excavation — Dust control is monitored every day excavation is ongoing. Dust control records appear complete, no issues noted. b. Water Quality (groundwater and surface water) & Leachate Monitoring — The last two semi-annual monitoring events occurred on September 25 - 26, 2023 and March 18-19, 2024. c. Leachate — double lined landfill i. LCS — Consists of 1 pump station with 2 LCS pumps. Flow records appear complete, no issues noted. ii. LDS - Consists of 1 pump stations with 1 LDS pump. Flow records appear complete, no issues noted. e. Landfill — The landfill is inspected weekly. Inspection records generally complete, minor issues noted. £ Closure Turf - Trampolining effect and wrinkles of closure turf. g. Complaints — No complaints have been noted. Onsite Inspection h. Sign - The sign is posted, no issues. i. Roads - All access roads are well maintained and appear to be all-weather. j. Dust control — No dust was observed. d. Closure Turf - Wrinkles visible along top deck, sideslopes and at toe of slopes. e. MSE Berm — Vegetation was sparse. Basket geonet visible to photodegradation.
