Dear Mr. Mann:

On March 08, 2016, CDM Smith, Inc., on behalf of Dare County (the County), submitted the Solid Waste
Section (SWS) a written request of approving the modification to the landfill base pad design of the
approved “Dare County C&D Landfill Substantial Amendment and Phase V Permit To Construction
Application” (DIN 25426) so that the on-site soil inside the landfill facility can be used for constructing
the base pad of the C&DLF - Phase 5. This written request letter with enclosed soil laboratory testing
results, summary of the slope stability analysis results, the revised Section 7.6 - Slope Stability Analysis
(page 7-12) of the Engineering Plan, and the revised Section 5 – Compacted Fill (Base Pad, page 5-1) of
the Construction Quality Assurance Plan is scanned and uploaded to the document tracking system with
the DIN 25737.

After reviewing the permit modification document (DIN 25737), the SWS has no comment at this time
and approves the County’s request. Please place this approval letter and permit modification document in
