On behalf of Blue Ridge Paper Products LLC, d/b/a Evergreen Packaging – a.k.a Pactiv Evergreen
(PTVE), EnSafe Inc., prepared and submitted the April 15, 2024 Project Progress Report for First
Quarter 2024, Pactiv Evergreen – Canton Mill, Canon, North Carolina (Report) to the United States
Environmental Protection Agency (EPA), Region 4, Federal On-Scene Coordinator (OSC), as part
of the Enforcement-Lead Time Critical Removal Action1,2. The Report is final as approved by the
EPA OSC.

As such, the Report is in general conformance with the following EPA OSC approved documents
prepared by EnSafe Inc., on behalf of PTEV:
• Implementation of Interim Work Plan Addendum to Address Vertical Delineation Data
Gaps via Limited Subsurface Investigations (December 11, 2023);
• Implementation of Interim Work Plan Addendum to Replace Monitoring Well PZ-16
(December 14, 2023); and
• Black Liquor Interim Removal Action Work Plan. Pactiv Evergreen Canton Mill, Canton,
North Carolina. (January 22, 2024).

The EPA OSC provided a copy of the final Report to the North Carolina Department of
Environmental Quality (DEQ), Division of Waste Management (DWM), Superfund Section,
Inactive Hazardous Sites Branch (IHSB) on April 15, 2024.
