On behalf of Blue Ridge Paper Products LLC, d/b/a Evergreen Packaging – a.k.a Pactiv Evergreen
(PTVE), EnSafe Inc., prepared and submitted the January 31, 2024 Project Progress Report for
Fourth Quarter 2023, Pactiv Evergreen – Canton Mill, Canon, North Carolina (Report) to the
United States Environmental Protection Agency (EPA), Region 4, Federal On-Scene Coordinator
(OSC), as part of the Enforcement-Lead Time Critical Removal Action1,2. The Report is final as
approved by the EPA OSC.

As such, the Report is in general conformance with the following EPA OSC approved documents
prepared by EnSafe Inc., on behalf of PTEV:
• Fuel Oil Investigation Work Plan (April 2023);
• Interim Work Plan Addendum — Comprehensive Sampling and Assessment of Black Liquor
Impacts to Groundwater (June 2023);
• Limited Groundwater Monitoring Report, June 2023 Trial Run Event (August, 2023);
• Implementation of Interim Work Plan Addendum of Site-Wide Sampling and Monitoring
Well Rehabilitation and Redevelopment Protocols at the Pactiv Evergreen Corporation –
Canton Mill, Canton, North Carolina (August 2023); and
• Campground Branch Sampling Technical Memorandum (for Surface Water Sampling at
two locations along Campground Branch), at the Pactiv Evergreen Corporation – Canton
Mill, Canton, North Carolina (September 2023).

The EPA OSC provided a copy of the final Report to the North Carolina Department of
Environmental Quality (DEQ), Division of Waste Management (DWM), Superfund Section,
Inactive Hazardous Sites Branch (IHSB) on February 19, 2024.
