STATUS OF PERMIT:
Expired; Permit to Construct and Operate issued 6 November 2018, expired 6 November 2023. Pursuant to 15A
NCAC 13B .0201(g) and .0563(4), a complete permit review request for the next five-year phase of construction
including updated facility and operational plans was due on or before 5 May 2023. This application must comply with
the rules and regulations in effect at the time of the application. *For permit renewal information, please contact Solid

Comprehensive Facility Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This facility is a Land Clearing and Inert Debris Landfill.
2) This facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood,
uncontaminated soil, and inert debris such as unpainted rock, brick, concrete, and concrete block.
3) This facility is recorded with the Craven County Register of Deeds at Book: 3231 Pages: 712-725.
4) This facility is permitted to receive waste generated in Beaufort, Carteret, Craven, Jones, Lenoir, and Pitt
Counties.

5) The facility is secured by means of a locked gate at the entrance and has controlled access for safety. The gate
was closed and locked upon my arrival and no attendant was on site during this inspection.
6) Proper signage is not present at the facility entrance. *Within thirty days of receipt of this facility compliance
inspection report, please repost proper signage at the facility entrance listing the facility name, permit number,
emergency contact information, and listing the permissible/banned waste types.
7) The facility access road is of all-weather construction and is currently being maintained in overall good
condition.
8) Markers have been placed delineating the permitted disposal area.
9) Except for the southern outside slope, all outside slopes have been covered and graded at a slope not greater
than 3:1.
10) An area of erosion was observed on the top lift, approximately halfway down the southern outside slope.
*Please repair this area by filling and grading the erosion and then seeding and mulching the repaired area to
establish a groundcover suitable to prevent erosion.
11) A cover crop of native warm season grasses suitable to prevent erosion of the landfill cap system has been
established on the outside slopes. This cover crop is mowed throughout the year as needed.
12) Small trees and brush were observed on the southern outside slope and one tree was observed at the toe of the
northern outside slope adjacent to the access road. *Please remove all trees and brushy vegetation currently
growing on the landfill.

13) Except for the southern toe, the area around the toe of the landfill has been cleared to provide for free access
around the site for maintenance and inspection activities.
14) Soil has been stockpiled on the top lift of the landfill for use in cover and grading activities.
15) The active working area is being managed in a compact and manageable size. Suitable cover currently
appears to be applied monthly as required. *Please continue to ensure that all waste is covered with one foot
of suitable soil monthly, or when the active working area reaches one acre in size, whichever occurs first, or
more often when necessary to prevent the site from becoming a nuisance or to mitigate conditions associated
with fire, windblown materials, vectors, or excessive water infiltration.
16) The waste type was reviewed. The waste type currently being disposed is LCID and no unpermitted materials
were observed during this facility compliance inspection.
17) No off-site erosion was observed during this facility compliance inspection.
18) *This facility is currently operating with an expired permit. To continue operations, please contact Sherri
Stanley, the Solid Waste Section Permitting Branch for permit renewal requirements. Ms Stanley can be
